Genesis and History • September 2006: BFEM created to manage Treasury’s budget formulation process. • April 2007: BFEM Formulation Module made available on a multi-agency basis using investment dollars from the Budget Formulation and Execution Line of Business (BFE LoB). Six agencies became initial customers. • January 2008: BFEM Performance Module made available on a multi-agency basis with BFE LoB assistance. BFEM expands customer base. • January 2009: BFEM Program Management Office established, developing expertise in system implementation and business process analysis. • December 2010: BFEM 2 project completed after receiving financial investment from the President’s Management Council. • July 2011: The BFEM program becomes a business line under the Treasury Franchise Fund.
