Support job creation • Targeting hiring subsidies towards new recruitments • Reducing the tax wedge on labour in a budgetary neutral way by shifting towards environmental, consumption or property taxes • Promoting and supporting self-employment, social enterprises and business start-ups • Transforminformal or undeclared work into regular employment • Boost 'take home' pay to fight in-work poverty or to encourage the take-up of work • Modernise wage-setting systems to align them with productivity developments and support aggregate demand • Exploit job creation in potential keysectors • Green jobs • Health care • ICT

Reformlabour markets to secure inclusive transitions, by • Using internal flexibility to reduce insecurity and fiscal costs • Guaranteeing decent and sustainable wages and avoiding low-wage traps • Developing a mutualresponsibilities culture vis-à-vis the use of benefits • Combatting labour market segmentation through adequate contractual arrangements • Anticipate economic restructuring • Developing lifelong learning policies as a key to employment security • Delivering employment opportunities for youth

Conclusion on the EU employmentpackage The Communication presents a new focus, approach and proposalsto fuel labour demand in particularwith regard to 3 sectors It sends a clear message that a balancedapproachto minimum wage setting plays a role in boostingaggregatedemandand fightingpoverty Proposes to involve the Social Partnersmore closely in setting prioritiesat EU and national levels It firmlystrengthens EU employment and social policycooperation

Development in Croatia and the EU employmentpackage • Pilot project on the evaluation of the ALMP • In the light of the employmentpackage it is importantthat the evaluation of the ALMP willbefurtherdeveloped • Skillsneedsanalysisarecarried out • The coursesorganised in order to accommodate the needsare in nature short-term. Next step wouldbe longer-term perspective • Many programs implemented to increase the educationallevel of the labour force in general and the unemployed in particular • A strategy for the lifelonglearning is a naturalnext step • Promotion of flexibleworking arrangements • Monitoring of the outcome and evaluation of the measures for these arrangements • Wagesettingmechanisms and the development in the economy • Both in Croatia and in the EU the wagesettingmechanismswillbe a challenge in the comingyears • Informaleconomy/undeclaredwork a challenge in the comingyears
