A Concept • Staff is seeking Board input and directionon a possible Joint Use Venture between the San Diego County Estates and Ramona Unified School District for lot #468 on Bellemore and Gantry • NO commitment to a project, the type of use, or the amount of dollars involved is being sought
A Little History of Lot #468 located at Bellemore and Gantry • 1973 Board of Supervisors ‘Amendment to the Specific Plan’ for the development that required Mr. Watt (the developer) to provide acres to the District • 5 acres in Unit VI • If sold, the acreage could only be used for single family detached homes unless the Association consented to another use • A 1988 Judgment, A 1989 Judgment and the Grant Deed confirm this, providing the following language:
Lot #468 located at Bellemore and Gantry • “Grantee covenants and agrees, for itself, its successors and assigns, that the property conveyed hereby shall be used only for (1) public school purposes as provided in the California Education Code, or (2) single family detached homes, unless the prior written consent of Grantor is obtained”
Lot #468 • Title Search was performed • Only written consent of Grantor can change these restrictions • No right of first refusal to San Diego Estates
Bellemore Property • Information was received verbally from San Diego Country Estates Association • Specific Plan of 1971 had the density of housing at a maximum number of 3,250 homes • The Estates either has homes built or maps of homes that meet the 3,250 home density • To change the density would require a change by the SDCEA of the Specific Plan
Present Time • For the past few years, numerous meetings have been held between the Estates and RUSD to discuss possible uses of the property • Early this fall, Staff met with the General Manager and the Director of the Parks and Recreation Committee of the San Diego Country Estates
Present Time • During this meeting, the CONCEPT of a Joint Use project was discussed • There are no definite plans, dollar commitment, or timetable for the project • Two questions were brought forth • Can Ramona Unified legally partner with the SDCEA? • Is this concept something the RUSD Board would like to explore?
