ECD in Turkey • There is no standardized widespread ECD system • Nearly all services are center based and located in large cities • Less than 14% of children under age 6 benefit from ECD services • Existing early childhood education services consist of: • Nursery classes-kindergartens (5-6 yearolds) • Preschool centers (3-6 yearolds) • Day care centers (0-6 yearolds) • These services are offered by the Ministry of National Education, the General Directorate of Social Welfare and Child Protection Agency and/or private institutions • The existing system does not target children from environments with high risk conditions • Government sources have been allocated mainly to compulsory education which leaves govt sponsored services in ECD at a very rudimentary level

MOCEP’s Properties • Culturally sensitive and community based • Scientifically proven, long lasting positive effects on mothers and children • Not only the mother and the child but other siblings, husband and other family members benefits • A home based early childhood education program, targeting children in their natural environment • Involves both preschool and adult education • It is cost effective • Can be implemented by paraprofessionals

  17. Implementation • MOCEP has reached over 150,000 mothers and children. Yearly intake is currently 30,000. • MOCEP is implemented with the Ministry of National Education (MONE). • ACEV trains MONE teachers and provides supervision. • MOCEP was funded by World Bank loans between 1995-1999. The cost of materials continue to be funded thru World Bank loans. • The cost of training per mother child pair is now 30 USD. Cost per beneficiary is 15USD.
