Particularity of the Port Security In association with Ramboll, Milieu & Tethys
Ship and Port Security • IMO onlyhas the mission to prepare regulations for ships and their interfaces in ports: the port facility which is very often called « terminal »! • So the port itself is not included in the ISPS code • The port and its operations are linked up to ILO conventions • When issuing the ISPS code as chapter XI-2 of the SOLAS convention, the ports have only been issued with recommendations of IMO/ILO guidelines • These guidelines have not been taken into account in the BS and CS regions • Except in Romania and Bulgaria because of the European Directive 65/2005 which refers to the IMO/ILO recommendations on port security In association with Ramboll, Milieu & Tethys
Consequences • There is not a clear relation between the port facilities and the port about security of access • This is not very important when the port is a global State Port; but • When the era of privatization arrives, the responsibilities on security of access in the port and the terminal will automatically be highlighted • For the project, the security of access is ensured in a proper manner but the conformity with the ISPS code is not clear • This is a present bottleneck and our future Regional Action Plan will have to take this particularity into account In association with Ramboll, Milieu & Tethys
Otherbottlenecks on port security • In the BS and CS region port security has been mixed with State security • Even if, of course, there is a link between state security/ intelligence services and the security of a port or port facility where many different goods or passengers are transiting, the ISPS code is mainly dedicated at the protection of accesses which we can: • implement, verify and improve without being army or navy personnel. • Intelligence, anti-terrorism or piracy is another story dealt with by the army or special services instead of the port facility officer or ship ,security officer • Frequently in these regions the demarcation line between these two aspects is not clear
Nextstep for security in ourproject • Capt John WYNN has been contracted for activity 4.3 (ISPS) • He will visit all ports to assess the security measures in place regarding ISPS code compliance • His tasks will be in addition to recommending compliance improvement in the view of determining the best practice port which will then be an example for the others • We will ensure that all our National Coordinators will make his visits of terminals and ports easier than expected.
