STATISTICS ON TRADE IN GOODS The status of external trade statistics in the Republic of Armenia The Republic of Armenia has been compiling external trade statistics since 1993 1.Data collection • Customs declarations • Single Administrative Document (SAD) • Customs declarations for use by physical persons, beginning in 1996 (shuttle trade, where the value of the goods exceeds a statistical threshold set at US$300) • Survey of enterprises (concerns natural gas and electrical energy) dispatch

Methodology of external trade statistics The methodological basis is the “Statistics on International Trade in Goods: Concepts and Definitions” of the UN Statistical Commission • Reference date: The date on which the goods cross the country’s external borders, • Scope: All goods imported into or exported from the economic territory of Armenia which increase or decrease the country’s material resources, including goods intended for internal or external processing, • Trade system: General

Methodology of external trade statistics (continued) • Value estimate: Armenia uses various “INCOTERMS” terms and conditions for administrative purposes when determining the value of goods. For external trade statistics, however, it calculates exports at FOB prices and imports at CIF prices; • Trading partner: Export statistics are broken down by the country of last known destination, and import statistics in accordance with two criteria: • country of shipment • country of origin (as from 2004) It should be noted that, since January 2005, import data contained in all NSS publications are compiled in accordance with two criteria: the goods’ country of origin and country of shipment.

The goods classifiers used • The main goods classifiers which are used are the TNVED (CIS, 2002), which is based on the Harmonised Commodity Description and Coding System (HS). The following are also used for analytical purposes: • Standard International Trade Classification (SITC) • Classification by Broad Economic Categories (CBEC) The data are published once a year in the compendium “Foreign Trade of the Republic of Armenia at TNVED 2-digit level”. They are broken down in accordance with the SITC and CBEC.

  10. STATISTICS ON TRADE IN GOODS 4. Data dissemination • Aggregated NSS data are published once a month • within 20 days of the end of the reference period, in a press release entitled “Basic Macroeconomic Indicators of the Republic of Armenia”, and in the following format:

Data dissemination (continued) • Within 30 days of the reference period, the Republic of Armenia’s external trade is summarised as follows in the chapter on “The External Sector” of the monthly information bulletin, “The Socio-Economic Situation in the Republic of Armenia in …”: • Goods circulation, the balance of trade and share of Armenia’s main trading partners during the reference period and the corresponding period of the previous year, broken down by CIS countries and EU Member States, • Export and import (by country of origin and country of shipment) with Armenia’s main trading partners during the reference period and the corresponding period of the previous year, broken down by CIS countries and EU Member States, • Exports and imports, by goods class, during the reference period and the corresponding period of the previous year, • Humanitarian aid received, broken down by donor country and goods class, during the reference period and the corresponding period of the previous year.

Data dissemination (continued) • The following statistical compendia are published every year: • “External Trade of the Republic of Armenia at TNVED 2-digit level”, by country and group of goods • “External Trade of the Republic of Armenia at TNVED 4-digit level”, separately for physical and legal persons • “External Trade of the Republic of Armenia at TNVED 8-digit level” (legal persons only). All of these publications are posted on the NSS web site: http://www.armstat.am (Publications Division)

Cooperation with international organisations • Every quarter, Eurostat receives data on Armenia’s external trade at 8- digit level, in a special format, • Data are sent to the UN Statistical Commission once a year in that format, • Data on exports to and imports from individual countries are sent to the IMF once a year, • Individual items of data are sent to various international organisations. Since 2003, Armenia has subscribed to the IMF’s SDDS, pursuant to which aggregated data on external trade are posted on a special site once a month (in IMF format).

Cooperation with other countries in the compilation of mirror statistics Comparisons of statistical data on external trade have been carried out: • with Georgia on four occasions (under the TACIS Programme) (There is also a quarterly exchange of data with Georgia at 4-digit level), • with the Netherlands on three occasions (under the TACIS Programme), • with Germany on two occasions (under the TACIS Programme), and • with Turkmenistan (limited to an exchange of data at 4-digit level).
