Industrial relations • National Strike Action - strike action and action short of strike – Autumn 2014 • Increase in Local Disputes – restructures, performance management, classroom observation etc. • Impact on colleges/unions/IR • Work with unions to avoid/resolve disputes • Governing Bodies strategic outlook
Changes to SFC Teachers Pay Arrangements • Proposals developed by the SFCA advised by a working party of College Principals and senior college HR staff. • Recognised Unions in discussion with SFCA and both parties are working towards agreement by November. • There is no agreement yet and some or all of these proposals are subject to change and modification • Proposals over the pay framework are independent and separate to the National pay and conditions negotiations but the outcomes of both negotiations will impact on each other. Overview of proposed pay reform • It replacescurrent PSP scheme. (Much criticised for being no-longer fit for purpose) • It reformscurrent pay framework (Removes anomalies and off-scale payments) • It links all pay progression to ‘acceptable’ appraisal outcomes reflecting developments in the school sector. • It strengthens college accountability processes Chairs Workshop 2014
Employer Objectives on pay • Recruiting and retaining staff focusing rewards on performance and contribution • Careful cost-control • Move to appraisal linked pay progression • Appraisal systems to be bedded-in (objectives, appraisals and a good flow of information) Chairs Workshop 2014
Employer Strategic Priorities • Do we have managers with the right skills and confidence to deal with challenges? • Do we have a robust organisational change system dealing with structural options, staff resilience etc.? • Do we have an effective approach to recruiting the right people? • Does our reward system focus on contribution to achieving goals? Is Governance Important ? • The role of governance in driving up the quality of teaching and leadership in our schools and colleges will be fundamental. • Weak accountability, leadership and governance are common failings in poor provision. • A key challenge…remains for college governors: to hold their college to account for the quality of provision and for its true impact.
