  2. Background: • Increasing Volume of Trade: Import & Export • Demand for: • Protection of Legitimate Revenue. • Trade Facilitation in terms of Cost & Time Reduction, Simplification. • Supply Chain Security. • Environmental & National Security. • Transparent Trade Statistics.

  3. Program WCO Diagnostic Study undertaken and Report prepared in Feb. 2013. Strategic Action Plan prepared in 2013 for 2013-2016

Strategic Action Plan(2013-2016) Broad Areas Strategic Planning & Management Modernization and Reform Human Resource Management & Training Infrastructural Development Legislation, Policy and Procedures Information & Communication Technology External Communication and Partnerships Governance and Integrity Trade and Travel Facilitation Revenue Collection

Implementation Arrangement • No major investment plan, mainly Technical Support. • Only ASYCUDA World Implemented with 100% GoB Funding. • ADB funding is for Budget Support and reforms are part of the Tranche Conditions of Aid Memoir. • Participating Development Partners: • ADB, IFC, USAID & World Bank

Implementation: (a) ADB Loan Tranche Conditions • Customs Act update on RKC (completed) • Conduct Regulatory Impact Assessment (RIA) (Completed) • AEO Program (Memorandum Issued) • Five SOPs compliant with the SAFE FoS: • Risk Management (Policy SOP completed) • NI Inspection (Policy SOP completed) • Physical Inspection (Policy SOP Completed) • Assessment (Policy SOP Completed) • PCA (Policy SOP completed)

  7. (a) ADB Loan Tranche Conditions (Continued…) • Conduct TRS of Chittagong and Benapole (Reports hosted in NBR website under publication) • ASYCUDA World connectivity with Port CTMS (Completed) • Establish National Trade Portal (NTP) (underway) • Customs Reform and Modernization Unit was formed in Nov. 2013 for implementation of Strategic Action Plan 2013-2016
