Situation • Central government: 13 departments and agencies of different sizes • Every department has its own purchasing organization • Proximately €15 billion annual spend • Constitution states: minister is responsible for his or her spending
Challenge • Management information not available at “corporate” level • Limited incentives for cooperation • Good news: willingness and positive experience growing
Goal • Organise governmental purchasing better and more efficiently, • Better use of possibilities for sustainable procurement, stimulating innovation, and equal chances for smaller enterprises
