Request to Views • The process for the parent Request to View (RTV) has been delayed. Work has continued over the past several months. • AIR’s process for RTV is electronic. This process does not yet allow the security level OSPI requires. • This year’s RTV process will be paper-based. • Enhancements to the security of the online RTV process will be implemented over the next several months and will be available for the next school year. Secure Browser now supports iOS 8.3 & 8.4 Link to App Store on WCAP Portal at http://wa.portal.airast.org Does NOT require a new Secure App download (so if you already have it installed last spring or this fall, it now works with iOS 8.3 & 8.4) Note that iOS 9.x for iPad is still NOT supported at this time, due to a security issue (students can initiate a voice chat application like FaceTime (in audio only mode) or Skype (in audio only mode) which will continue to function after testing is initiated). Apple has indicated that Secure Testing modes will disable audio chat in an iOS release that is expected before the end of 2015. As soon as it is available, AIR is prepared to immediately support iOS 9.x, and OSPI will work with them to get the word out widely when that happens. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

Fall Retest: Near Term • Testing with Smarter Balanced continues through Friday, November 20. • The test incident codes are now available for the Smarter Balanced and Off-Grade tests in TIDE for districts to select for students. • WA-AIM Retake window closes. • Spanish language accommodation for Smarter Balanced not available until Monday, November 16. Fall Retest Reporting • HSPE, Science Off-Grade, and Smarter Balanced electronic reporting in WAMS and the CAA/CIA database is tentatively scheduled for early January; Query in early February. • HSPE, Science Off-Grade, and Smarter Balanced paper Individual Student Reports arrive in district by March 1, 2016. • WA-AIM Individual Student Reports arrive in district by January 8, 2016. System Downtimes (AIR Systems) • Online Reporting System (ORS) will be down from 3-5pm PT on Friday, November 20. TIDE, THSS, and TDS will all be available. • Downtime for monthly scheduled maintenance of all AIR systems is planned beginning Friday, November 20 at 8:00 pm PT through Saturday, November 21, but might continue through part or all of the weekend, depending on system testing requirements. This downtime impacts TIDE, TDS, ORS, and THSS. All systems will be back online by Sunday, November 22 at 7:00 pm PT. • The December monthly scheduled maintenance of all AIR systems is planned beginning Friday, December 18 at 8 pm PT and will result in downtime for TIDE, TDS, ORS, and THSS. All systems will be back online by Sunday, December 20 at 7:00 pm PT. • The January monthly scheduled maintenance of all AIR systems is planned beginning Friday, January 22 at 8 pm PT and will result in downtime for TIDE, TDS, ORS, and THSS. Assessment Viewing Application New ! • The Assessment Viewing Application (AVA) • Provides access to the interim assessments and items for professional development. • AVA is available to users with a TIDE account • Available in the AVA app on the WCAP portal • http://wa.portal.airast.org/test-administrators/ • OSPI content specialists are developing guidance for proper use of the information gained through viewing the items in the interims, and plan to have that available in the fall of 2015. Item-by-item reporting • At the individual level • Can lead to false information, especially for fixed form tests • Additional items would be needed for each target (lengthening the tests) • Group reports by item for fixed form tests • Could be useful with adequate n-size • AIR is working with Smarter Balanced to develop OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION
Current HS Testing Window • 11th grade is the grade of accountability • Students may test after completing 80% of their instructional calendar (last 7 weeks of school) • Designed to minimize the gap between high school test and college placement while still serving as an early indicator of success • However - • The logistics of testing in the 11th grade may be problematic for students in dual enrollment or other forms of advanced instruction, and for students also taking college admissions tests OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

WA-AIM-Fall HS Off Grade Retakes • Window Closes November 20 • WA-AIM 2015 – 2016 Assessment Submission Progress Report • District assessment coordinators and building test coordinators will be able to track assessment submission progress for the WA-AIM in Engrade. • To view a report of assessment submission progress for a particular school, follow the steps below. 1) Log in to www.engradepro.com using your credentials. 2) If you are a DAC, select an individual school. 3) Select the relevant grading period. Fall HS Retake data will be located in 2015-2016 GP1. Spring Administration data will be located in 2015-16 GP2. 4) Select the Washington AIM application in the left sidebar menu. 5) You will automatically land on the Assessment Submission Progress Report for the school selected. * When the Fall window closes users will still have access to Grading Period 1. WA-AIM Fall Retake ISRs • Individual Student Reports (ISRs) will be in districts by January 8, 2016. • Test Name will be: WA-AIM Retest • Content areas not assessed will display as NT (Not Tested) In order to meet the CIA requirement, students will need to receive an L3 or higher at the grade level they were assessed on. WA-AIM Spring Administration • Test Window: September 19- April 8 • All assessments must be complete by 5:00 pm on April 8 • Important Notes: 1) DACs and BTC should enroll students at the school level. Enrolling students at a class level may cause the student to not be pulled for scoring. • When enrolling students, be sure to first check Add Students from Another Grading Period and Add Students from No Grading Period and pull students from there first. 2) Make sure 2015-2016 Grading Period 2 is showing in the upper right corner when adding students. 3) DACs and BTCs should check with their teachers and ensure they are creating classes and adding information in the 2015-2016 Grading Period 2. COE Eligibility • Any student who has attempted the large-scale assessment (HSPE, EOC or Smarter Balanced) one time and has not met standard is eligible to submit a COE • Students who have been authorized to complete a subsequent COE • Transfer students with approved Graduation Alternative access In preparation for the January submission: Students should have a Y (for yes) as their eligibility status in the eCOE system. Transition to ELPA21 • Beginning in the 2015-16 SY Washington State will transition to the English Language Proficiency Assessment for the 21st Century (ELPA21), a new online language learning assessment for ELL students. • For the 2015–16 SY ELPA21 will be supported by our contractor, American Institute for Research (AIR), and the ELPA21 Consortium. OSPI and AIR will offer a series of webinars and trainings to support the transition. • Districts will continue to use the WELPA Placement Test as the screener for the 2015-16 SY. This will include May incoming Kinder testing. As in previous years, May Placement Test orders are sent automatically based on previous year’s data. WELPA Placement Test additional orders are fulfilled through CTB/McGraw (now DRC) at CTB.com. The ELPA21 screener is currently under development and will be operational for the 2016-17 SY. Important ELPA21 Dates &Support Materials • CEDARS student data pull December 13 • Training (Practice)Test available January 11 Helps students understand how to take the test and practice using all the tools available. Grade-band specific lesson plan(s) provided to guide teachers and students through the training materials. ELPA21 Headsets • Our contractor, AIR, will offer an option to purchase headsets directly through the portal. A link with additional details will be available December 4. ELPA 21 Pre-ID • ELPA 21: initial student counts for any hard-copy materials based on CEDARS data as of December 9 • Review list in WAMS -> Pre-ID -> ELPA 21 • Pre-ID rules are identical to previous years • As it is an online test, pre-ID for online test is ‘ongoing’; student should be identified as qualifying for ELL services in CEDARS prior to testing to be flagged as eligible in TIDE for ELPA 21 OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION
Customer Service Update • AIR’s Washington Customer Service Manager begins this week. This is a new position. The manager will be providing detailed updates to OSPI’s program teams (Smarter Balanced, ELPA21, EOC, HSPE) every week. These updates will include all issues/resolutions and response times/metrics. OSPI Staffing Updates • Over the past several months, there have been temporary and permanent changes in Assessment and Student Information staffing and we want you to be apprised. • Alisa Rogers, Data Analyst, is out on maternity leave. • Ashley Evans, Administrative Assistant is filling in for Alisa Rogers. • Venus Sanders has accepted a newly created position in Assessment Operation as a full time Assessment Specialist. • Amy Ripley has joined Assessment as ELA Assessment Content Specialist. She previously supported Teaching and Learning. • Shelley O’Dell has joined OSPI as ELA Assessment Content Specialist. • Julie Wagner, Mathematics Assessment Content Specialist, is also supporting the COE Mathematics team. • Cindy Knisely, ELA Assessment Content Specialist, is now working in Tacoma SD. • Kim Andersen, COE Mathematics Content Specialist, is now working in Clover Park SD. • Scott Killough, COE Science Content Specialist, is now working with ESD113. • Beth Simpson, ELA Assessment Content Specialist, is now working in Puyallup SD.
