INTRODUCTION • The importance of civil registration and vital statistics system in Lesotho had been greatly undermined less to mention that its administration was also very fragmented. The statistics from the few registered vital events was rarely if ever compiled. The system was given poor political recognition though it has been acknowledged as a tool essential for the development of millennium goals.
MANDATE OF NICR DEPT • Establishment and maintenance of National Identity Register (NIR). • Assignment of unique identity number. • Issuance of national identity card. NATIONAL IDENTITY AND CIVIL REGISTRY
How does NICR MEET ITS CORE MANDATE Registration of vital events critical: • Births • Marriages and divorces • Adoptions • Orphans • Deaths NATIONAL IDENTITY AND CIVIL REGISTRY
LAWS The Department is governed by, inter alia, the following laws: • Registration of Births and Deaths Act 1973 Act NO 22 of 1973 • Marriage Act 1974 Act NO 10 of 1974 • Laws of LEROTHOLI • National Identity Cards Act, 2011 • LEGISLATION ON CITIZENSHIP • UN Convention on the rights of the child (article 7) NATIONAL IDENTITY AND CIVIL REGISTRY
LAWSRegistration of births and deaths Act • S 7 (1) of Registration of births and deaths: On receipt by the District Registrar of any notice, information, memorandum, return or certificate in respect of a birth or death given or transmitted under this Act; he shall examine it and cause any defect or inaccuracy therein to be corrected as far as may be possible, and for the purposes of this section he may require any person whose duty it is to give information under this Act to attend and give information in the manner prescribed by section 6.
LAWSRegistration of births and deaths Act • S 7 (2): It shall be the duty of every district registrar to ensure that every birth or death which comes to his notice is recorded on the prescribed form and that such form is fully and accurately completed.
LAWSNational Identity Cards Act • S 8 (1): The Director shall take reasonable practicable steps to ensure that personal information entered in the Register is complete, accurate and updated where necessary.

COMPILATION OF STATISTICS FROM CIVIL REGISTRATION • The compilation of vital statistics from civil registration system is nonetheless administered by the department of Bureau of Statistic in the Ministry of Development Planning. • The production of this vital statistics from civil registration is however hampered by the lack of good collaboration between the relevant stakeholders. • There is currently no plan in action for the transmission of registered civil registration data to Bureau of statistics for compilation
ACTIONS TAKEN TO IMPROVR CRVS SYSTEM LESOTHO • It was after the African Ministers’ conference held in 2010 Addis Ababa and Durban 2012 respectively that measures were taken to comply with the Resolution adopted thereof to reform the CRVS systems in African countries, that administration and coordination of Civil registration system is currently put under one Agency/Ministry of Home Affairs, department of National Identity and Civil Registry
COUNT’ • The Ministers’ further resolution had been to reform the CRVS systems taking stock of the current status of the systems in through comprehensive assessments and development of concrete strategies and time-bound action plans. This resolution had been adopted and plans are in place to conduct CRVS assessment report followed by strategic plan of action. • Following the guidelines provided by regional Core group to guide assessment process, the following standard activities have been progressed: • High level coordination Committee • Lead Agency • Technical coordination Committee • Selection of Senior Advisor and National consultant • Budget secured • Task Teams constituted
CONCLUSION • CRVS assessment process is to be carried out to completion phase following the guidelines tool with the assistance of Senior Advisor and National Consultant • The Assessment report is to be disseminated and strategic action plan be developed and implemented which is intended to improve the status of CRVS system Lesotho.
