Integrated Approach Different approaches to permits and controlling emissions may encourage the shifting of pollution rather than protecting the environment as a whole Prevention of emissions into air, water and soil needs integrated and consistent approach, taking into account input of stakeholders involved based on a coordinated/integrated permitting and control procedure Integrated permit/coordinated permit is an adequate instrument

  6. Best Available Techniques Techniques as described in “Reference Documents on Best Available Techniques” (BREF) Elaborated on EU-level (Sevilla -process) Input of EU-Member States, relevant stakeholders, NGOs

  7. Public Participation Public Participation is an environmental human right Substantial information on project Input/Comments in the permitting procedure Information and justification of the administrative decision Access to court

Long-standing experience in capacity building of environmental administrations in transition societies (Eastern Germany and Central Europe) 75+ Twinning Projects successfully completed or under implementation Strong involvement in IPPC history and development on EU level Development of related national legislation, institutions and capacities Successful cooperation with Armenia in various areas incl. environment Strong political and technical contacts to EU Neighbourhood countries, Member States and Candidate Countries through intensive international and bilateral cooperation Experience of Germany
