Information for Sustainable Development –Norm-generating processesand implementation strategies of Global Monitoring for Environment and Security (GMES) Anna-Karin Bergmana,b aLund University Center for Sustainability Studies, LUCSUSbDivision of Sociology of Law, Lund Universityanna-karin.bergman@lucsus.lu.se Background Analytical Framework and Method Research Questions The Norm Model will be used to analyze the empirical material which, will consist of interview material and documents collected from various GMES stakeholders that are important for the norm-generating process of GMES. The aim is to produce an image of what will affect the implementation/regulation processes (within GMES). The research takes it’s point of departure in the idea of Earth Observation (EO) technologies as a tool for managing regional and global environmental challenges and sustainable development. EO is developing rapidly in the EU and around the world and can be considered to have a crucial role in promoting sustainable development through monitoring of regional to global environmental issues and disaster management. However, in order for the Earth Observation (GMES) to promote sustainable development the initiative has to be effectively implemented so that the “environmental and security-related information [is made] available to the people who need it” (www.gmes.info). 1. Do certain societal structures affect the implementation/regulation processes within GMES? If so, 2. Why do certain societal structures affect the implementation/regulation processes within GMES? Conceptual Framework To be able to analyze the research area in it’s proper context a systems perspective will be applied. Systems theory can contribute to the research primarily in two ways: 1) by reducing the complexity connected to the research area; and 2) by producing an explanation as to why some societal structures affect the implementation/regulation processes (within GMES) more than others, as it applies a holistic and dynamic approach.
