What is SAM-CSI? • Industry Canada is modernizing our Spectrum Management System (SMS) • Current SMS is a collection of diverse systems, technologies, and databases developed and maintained in-house that entered service about 30 years ago • We need to adapt to changing spectrum technology and the evolution of the spectrum program • Objective of SAM-CSI: transition SMS to a more integrated, modernized platform using a commercial off-the-shelf (COTS) product • COTS reduces risk and allows Industry Canada to focus on its role in spectrum management • The full benefits of COTS are predicated on adopting built-in functionality to the maximum extent possible, minimizing customization and integration points
Project Implementation We are currently in the overlap between Pilot Release and Release 1 There are three releases in the project based on service line Release 2 Land Fixed/Mobile Spectrum Quality (Monitoring) (Space) Release 1 Spectrum Licensing Broadcast Equipment Certification Pilot Release Microwave Sep 2012 May 2014 Nov-May 2015 Nov-Mar 2016 Today
Benefits of SAM-CSI and COTS • SPECTRA Enterprise is a proven solution in use by other regulators and spectrum planners/consultants • An integrated solution: one system for all aspects of spectrum management • There are many common functional areas that are leveraged across service lines • An opportunity to ensure national consistency in all service delivery • New web services being introduced for all services • Improved data validation and reporting
Update: Pilot Release >960 MHz • DesignandDevelopment • New approach for point-to-point licensing and account management • Design was signed off in February 2013 • SPECTRA Enterprise code drops arriving regularly; installing in five non-production IC environments • QualityAssurance • Test cases in development and execution • DataMigration • Migration and cleanup for microwave point-to-point licences nearing completion • Sandbox • Clients and SMOs can safely try the new system before launch • Deployment • Production launch: May 20, 2014
Process changes with Pilot Release • Technical Analysis • Use internationally approved models configured to IC requirements • Access to enhanced terrain data rendering IC results more precise • Work Processes • Effort to simplify procedures for service delivery • Streamlined internal workflow software for fewer errors and faster turnaround • Modernized Data Structures • Maximizing use of reference data • Agile system to support technological advances • Impacts: • Changes to information required • Web queries and data download in a new format (xml) • Client systems may need adjustment to accommodate new structure/elements • Changes to licence and invoice for new point-to-point licence structure
Process changes with Pilot Release (cont’d) • Transformation of Spectrum Direct • New web interface, new forms, new web profile • Sandbox available for clients to explore • New Licence format • Communication links instead of stations • 890 to 960 MHz ‘neutral zone’ interim state • Licence/frequency data available on ‘Old’ Spectrum Direct • No web submissions between Pilot and Release 1 • Applications accepted by email • Impact: less than 50 applications (new/amend) per year nationally
Preparing for Migration • Industry Canada data clean up for migration • 3 station licences become 2 link licences • Application processing blackout • We cannot migrate stations for which we are waiting for an external party (e.g. International Coordination, Payment) • New licence applications on Spectrum Direct which are not submitted will be locked • Licence/frequency clean-up prior to renewal • Usage renewal needs to be confirmed early on – by end of January or earlier if possible
If you do not pay on time… • Your licences are no longer valid and your frequencies become available for re-assignment after March 31, 2013 • Your non-paid licences will be left behind in migration • Your stations will not be subject to adequate EMC protection • Recommendation: Please make every effort to be on time with your payments for your sake and for ours!!
Update: Release 1: Equipment Certification, Broadcasting, Spectrum Licensing • Design and Development • Design review meetings (DRMs) now underway for all three services with subject-matter experts from all areas • DRMs to be completed December 2013 • Design sign-off expected March 2014 • Iterative reviews of functionality as development proceeds • Data Migration • Data mapping to begin as DRMs cover data capture for each service • Data clean-up will occur ahead of data migration • Planned Production Deployment • Equipment Certification: Late 2014 • Broadcast Certification: Early 2015 • Spectrum Licensing: Mid 2015
Update: Release 2: Inspections, investigations, enforcement, monitoring, LF/LM • Design and Development • Business Requirements completed • Early review of vendor functionality completed • Planned Production Deployment • Spectrum Quality: Late 2015 • Land Fixed/Land Mobile: Early 2016
