Reminder Main findings: • Key administrative sources are not established (Population register, Register of buildings and dwellings, Register of education) • Address register is not complete and updated • Limitations in coverage and quality • Administrative sources cannot provide all core variables • Data on ethnicity and religious affiliation are necessary for implementing national laws and other legal actsconcerningrealization of ethnic minorities rights • Classifications and definitions are not mutually compliant Conclusion:There are noadequate conditions forimplementing register basedcensus in the 2020 census round With the aim to work on improvement of the Population Census, SORS has conducted project “Statistical Population Register“during 2014 and 2015

Possible changes of the census method – ”pros and cons“ • During 2016 – detailed comparative analysis of census methods: • Register based census • Interview-Paper questionnaire • Self enumeration (CAWI) • Computer-assisted personal interviewing(CAPI) • CAPI had the most “pros”, e.g.: • positive experience in other statistical surveys • real-time monitoring of enumerators' work • online download of collected data and monitoring coverage • increasing quality: logical as control integral part of the application, validation of the entered data on the spot, reduced enumerators’ errors • shorter time required for data processing, earlier start of dissemination of final results • Some of CAPI “cons” • high cost of procurement of laptops • longer enumeration period • complex training of direct participants

Activity plan 2017- 2022 • Project management • Developed approximate budget • Beginning of methodological and organizational preparations • Consultations with different users of census data 2017 • Defining content of census questionnaires • Preparation for the Pilot • Field updating of spatial data • Design and development of information system and applications • Preparing methodological and organisational instruments • Testing questionnaires and applications 2018 • Financial resources defined – by the end of March 2019 • Pilot Census: • Trainings at all levels • Conducting Pilot Census (April 2019) - CAWI/CAPI • Pilot PES • Data processing • Analysing all phases of the Pilot Census • 2021 Census Law – by the end of 2019 2019

Additional costs • At the time of the 2011 Census, by the Law on Income Tax for Citizens, the fees for work in the census were exempt from tax. • However, that Law was changed in 2013, so in the 2021 Census we must pay a tax on wages of all temporary engaged participants (about 20 000 persons) • That will increase the price of the 2021 Census for about 6 million euros. • If we had to pay the wage tax for 40 000 enumerators, the price of the 2011 Census would be near 7 million euros higher.
