What is it? The federal Affordable Care Act (ACA), aimed at reforming the nation’s health care system became law in March 2010: • MediCal Expansion up to 138% FPL • 1.4 million newly eligible • 1.3 million currently eligible but not enrolled • Health Exchange – subsidies for 138-400% FPL • Approximately 2 million will be eligible • Will make shopping for health insurance easier, costs and benefits of plans more understandable, administers subsidies
Aims to expand affordable health care coverage to millions of uninsured Americans • Improve quality of care they receive • Curb rising health care costs • Creates a transparent marketplace • Streamline eligibility & enrollment • Protect the consumer • Implementation staged over a number of years • Some have taken effect, others until 2014 and beyond • Expands MediCal coverage to low-income adults and children – aimed at improving access to neediest of Californians
Who is eligible? • Who is eligible to use the Exchange? • Citizen or legal resident • No affordable insurance available through employer • Above the Medi-Cal eligibility threshold (138% FPL) • Who can participate in the affordability programs? • Eligible to use the Exchange and below 400% FPL
Eligibility cont.. Who remains uninsured? • Between 3 and 4 million in 219; 1 million due to immigration status • Undocumented • 26,100 – Monterey County • Anyone who chooses to pay the penalty rather than purchase insurance (penalty may be cheaper than premiums) • Source: ucberkeley labor central/ucla center for health policy research • CSUMB: Phase iii report, health care reform an analysis of safety net provider to serve mo. What does this mean for 0-5 families • Stronger prevention focus on health care • Improved Prenatal Care • Well baby checks • 26 Covered Preventitive Services for Children • Developmental Screenings for children under 3 • Autism screening for children 18 to 24 months • Behavioral assessments for children 0 to 17, and monitoring • Partner with parents to be great parents
Outreach & Education Grant Program: Purpose The Outreach and Education Program will engage organizations and entities with trusted relationships with uninsured consumers to: • Increase awareness and understanding of health care options; • Promote a culture of coverage; • Communicate the importance of having health coverage; • Remove barriers to enrollment; and, ultimately, • Motivate our families to take action and enroll.
