ATC GS-2152 SSR Air Traffic Control (ATC) GS-2152 Special Salary Rate (SSR) • On 10 Feb 82, the Army approved SSR for ATC GS-2152s (30% for Radar Controllers and 25% for all other ATC personnel) • SSR initiative prompted by retention/recruitment problems created by increased FAA hiring and more lucrative salary rates • AFFSA/XAO is staffing a package for CSAF to approve funding for SSR • USAF (including AFRC) has 373 USAF ATC GS-2152 positions • ANG is pursing SSR for 203 ANG ATC GS-2152 positions • Estimated cost increase to fund USAF SSR at the same level authorized for Army GS-2152s will be $3.3M • Impacts: Without SSR, USAF GS-2152 retention is expected to further decline • USAF ATC GS-2152 personnel bridge a critical gap in active duty ATC skills, due to critically low active duty staffing levels • USAF GS-2152 staffing is 85%, with 62 vacancies and 11 current employees known to be discussing employment options with FAA • 30% of FAA hires in past 5 years (793 personnel) were sourced from DoD • POC: AFFSA/XAO, Maj Malone, DSN 857-2150 I n t e g r i t y - S e r v i c e - E x c e l l e n c e
Curtailed Airfield Ops Hours Curtailed Airfield Operations Hours • Since 1998, several USAF Air Traffic Control facilities have curtailed operating hours due to low staffing levels • As a result, these locations have asked adjacent FAA Approach controls to assume USAF Radar Approach Control (RAPCON) airspace during periods of closure, initially in support of the Bosnia contingency/now for OEF • FAA has asked AFFSA to help identify the long term intentions of the AF, with regard to “temporary curtailment” of operating hours • Impacts • FAA has not programmed funds for staffing/equipping positions to control airspace they assumed on short notice, in 1998. Cumulative effect of supporting numerous DoD requests to assume airspace is costing the FAA • FAA would like to know the specific plans of the military with regard to USAF taking back designated airspace • Returning the airspace permanently to the FAA could affect USAF training capabilities both for aircrews and controllers • POC: AFFSA/XA, Col Serafin, DSN 857-4743 I n t e g r i t y - S e r v i c e - E x c e l l e n c e

ATCALS/DATCALS Air Traffic Control And Landing Systems (ATCALS)/ Deployable ATCALS (DATCALS) modernization • DoD updating fixed-base radars, communications and automation in conjunction with the FAA…AFFSA acts as lead service for DoD • Problems with the testing of the new ATC radar jeopardizing the program…initial AFOTEC assessment negative & Congress cut FY02 funds…testing continuing • Other fixed-base ATCALS (ILS, PAR, TACAN) require modernization; AFFSA forwarded an initiative in 04 POM to replace all existing systems • Modernizing DATCALS -- Current DATCALS cannot meet wartime taskings…acquiring Mobile Approach Control System (MACS) • Working emergency funding to sustain legacy systems until MACS FOC in FY07 • POC: AFFSA/XR, Mr. Spurio, DSN 857-4308
AFI 11-202 V3 MAJCOM/DO Coordination of AFI 11-202 Vol 3, General Flight Rules • AFI 11-202V3 proposes new guidance on Remotely Operated Aircraft, emerging technologies (GPS and RVSM), departure climb gradients, crew rest and numerous minor flight rules revisions • MAJCOM 3-letters concerned in two areas…climb gradients and crew rest • Current AFI 11-202V3 allows crews to depart with One Engine Inoperative (OEI) climb performance that provides little or no obstacle clearance if engine fails on takeoff or early climbout • AFI allows MAJCOMs to use alternate Special Departure Procedures but concerns about operational mission effectiveness impacts remain • AFI proposes aircrew fatigue management guidance to address AF/CVA interest item & SIB recommendation from C-130E Class A mishap • AFI allows MAJCOMs to apply ORM and fatigue management programs to retain appropriate crew rest/duty limitations…MAJCOMs want status quo • Package being staffed to AF/XOO for MAJCOM/DO coordination • POC: AFFSA/XO, Capt Wunnenberg, DSN 857-5416
FMI FM Immunity (FMI) Contingency Planning • Effective 1 Jan 01, 51 European nations required VHF en route navigation and landing receivers be “FM Immune” to prevent interference from commercial FM broadcasts degrading navigation safety • Only four countries require follow-up action on waivers for 2002 • Albania, Belarus, Federal Republic of Yugoslavia and Norway • EUCOM J-3 is the lead in requesting USDAO’s ask countries for waivers/MOUs • NATO and USAFE also assisting • No major operational impacts for US/NATO military operations in Europe • POC: AFFSA/XOP, Lt Col Hubbard, DSN 857-2215 & Lt Col Volchansky, DSN 857-2223

Hawker/Challenger Transition Transition from the Hawker to Challenger Aircraft for Flight Inspection • Hawker/Challenger study completed by QED Consulting for the FAA with AFFSA Det 1 input • Outcome: due to the Hawker’s payload and range limitations, it cannot meet current and future flight inspection missions…briefed results to AF/XOO • FAA currently operates 3 Challengers for international flight inspection which meet needed payload/range capabilities for current/future missions • Proposed plan: phase-out existing Hawkers and purchase three additional Challengers • FAA would fund two aircraft and USAF fund one • Existing MOA would be amended to allow this proposal • AFFSA Det 1 package is currently in AF/XO office Aerial Defensive System (ADS) Installation on Challenger Aircraft • Proposed installation of ADS on existing and newly purchased Challengers to enable flight inspection operations in high threat environments…current aircraft (Hawkers) have no defensive systems • POC: AFFSA/XI, Col Harper, DSN 940-2870 I n t e g r i t y - S e r v i c e - E x c e l l e n c e
