BACKGROUND • The Island of Pemba has a total land area of approx. 380 square miles. • It has one third of the total population of the Zanzibar archipelago. (Approx. 406,848) • It is the Bread basket of the country as 80% of all the Cloves harvested in Zanzibar comes from there. • For a very long time, the island of Pemba was 100% dependent on the Fossil Fuels for its power generation • There was a FF power station on the edge of the Chake Chake Bay
SUCCESS STORY • In 2010 , installation a new undersea cable, 78 kilometers long, from Tanga on the mainland to Pemba was completed. • The cable now supplies 20 MVA of hydro power to Pemba, enough to cater the needs for the island’s demands for the next 20 – 25 years • This has eliminated the need for fossil fuels import into the island for power generation by almost 90% • 3 Diesel Generators located on the edge of the Chake Chake Bay have now gone silent.
REASONS FOR SUCCESS • Policy integration (Vision 2020) – Energy, Tourism and Sustainable Development. • MDG Goals and international commitment for local support – Energy for Tourism for Sustainable Development for Poverty Eradication • Dialogue between state, non state actors, communities, etc • Building of Partnership with Development Partners ( Governments of Zanzibar and United Republic, Norway, EU, OECD) • Technology (NEXAN) --- available products • Co-Financing
LESSONS LEARNED • External support is crucial in energy reforms • National and local commitments are very important (with respect to co-financing) • A national development plan that underscores the priorities on energy sector reforms • Dialogues between all actors. • Effective planning in Energy Sector and the need to have a specialized independent energy authority to support our sector-based targets and political commitment in the long run.
