Key Issues CPOC Update February 2011 East Side Access Systems Contracts Issue: Reduce risks of delay • Draft Risk Assessment identified a number of risks that, if not mitigated, could lead to project delays • Actions already taken: • Redesigned bench wall to increase production of cable installation • Advanced bench wall, walkway, and other scope for earlier completions and reduced volume of concurrent work • Advanced two substations to reduce testing and commissioning delay risks • Conducting peer review of critical track installation site access plan • Building 4-D model to confirm work plan and resolve conflicts • Analyzing feasibility of additional work shifts; if feasible, could greatly reduce delay risks • Other risk mitigation strategies that result from the Follow-up Risk Assessment will be included in contract specs. The procurement of first Systems contract is planned to start in April with award in March-2012. • RFP procurement process allows team to evaluate and negotiate contract schedule and other terms

Key Issues CPOC Update February 2011 East Side Access Manhattan Caverns Issue: Hold to recovery plan and restore schedule contingency • Actions taken to increase production: • Contractor now working 24 hours a day, six days per week, every week (seventh day being evaluated) • Changed running tunnel waterproofing design to simplify concrete production. This approach has been discussed with LIRR. • Setting up additional material delivery access points in Manhattan (Wellway 3) • Progress since last report: • Started concrete operations in W/B Cavern this month as planned • Currently forecast start of concrete operations in E/B Cavern in April, but pushing for March start to meet plan
