  2. Background LBNL Senior Management made a strategic decision to reduce barriers when collaborating with other UC entities specifically and with other outside entities in general. The following changes are the results: • Two new procurement rates • Changes to existing procurement rates • Changes to LDRD and IGPP rates • Three exemptions for R&D Subcontracts

Accounting Changes • Two new procurement rates • R&D Subcontracts: 5.0%, $300K cumulative cap based on actual costs • IUT (procurements and subcontracts): 3.4%, $200K cumulative cap based on actual costs (Note: IUT labor burdens are unchanged) • Changes to existing procurement rates • General procurement rate increases to 10.0%. • EETD will no longer receive a procurement sub-rate because their designated R&D subcontract buyer will return to the central procurement burden pool. • Changes to LDRD and IGPP rates • LDRD rate increases from 4.8% to 5.2% • IGPP rate increases from 0.14% to 0.15% • Three exemptions for R&D Subcontracts • LDRD and IGPP not applied to R&D Subcontracts • S&S not applied to R&D Subcontracts on WFO projects

  4. Implementation • Changes will be incorporated in the next spend plan • Next meeting, March 22nd • Details on what system changes to expect • Likely implementation in the first soft close in April
