Open Government in Germany – status, strategy and actions IPSG-Meeting Cyprus, October 2012 Dr. Uta Dauke Head of Division O1“Administrative Organisation, Modernization Programmes“Federal Ministry of the Interior
The need for reform and administrative modernization Challenges posed by changes in society: • difficult budget situation • increasing expectations of public administration from individuals, businesses and the research community • demographic change • technological advances, especially in information and communications technology • European integration and globalization
Determining factors in the administrative structure of Germany • Rule of law as basic prerequisite • Federal structure of public administration ( Autonomy of the different levels of administration) • Ministerial autonomy (Art. 65 Basic Law Autonomy of the federal ministries) [source: Wikipedia (C. Löser, D. Liuzzo)]
Government programme “Transparent and Network-based administration” • Focus: Efficiency and transparency • Content: 20 main projects (some continued, some new…) • human resources • optimizing organization • information and communication technology • project progress monitored at verwaltung-innovativ.de
One of the leading projects: “Open Government“ „We want to develop and implement a joint strategy for open government by 2013, in particular by linking existing structures and enabling easy access to information. To this end, the Federal Ministry of the Interior will initiate a pilot project in the fields of statistics and geodata.”

Further experiences, “lessons learned“ • There is a lot more than we know • Many things are already being tried out in individual projects • A comprehensive overview across all federal levels is an illusion • A lot more works than we can imagine • Technical and legal obstacles are in most cases lower than expected • Above all, the mindset and culture have to be changed for a comprehensive change • There is a long way to go from the principle „Everything is secret, unless…“ to the principle “Everything is open, unless …“ • Support by the management level and policy-makers is absolutely necessary
