SC Apache Tribal Renewable Energy Initiatives • 2008: Tribal Strategic Plan including Tribal energy goals • 2010: DOE ARRA Energy-funded programs & projects undertaken. • 2010 - 2013: San Carlos Tribal Energy Summits. • 2011: Adopted Tribal Energy Strategy & Program (EECS). • 2012: Hired Tribal energy program coordinator. • 2012: Adopted Tribal Energy Organization Analysis (EOA). • 2012: Solar feasibility study grant Phase I started. • 2012: Tribal radio station solar powered • 2013-14: Casino community-scale solar power facility. • 2014: Establishment of energy office within existing tribal utility.

Apache Gold Solar Project • Proposed 1.1MW Solar PV facility to be located at tribal casino. • Fixed ground-mounted grid-tied array. • Casino will be the off-taker of solar generated energy. • Signed 20 year REC Credit Purchase Agreement with Arizona Public Service (APS), electrical utility provider. • Currently finalizing project financing.

Critical Factors in Tribal Renewable Energy Projects • Project Alignment with Tribal Goals and Values • Be aware of the tribe’s/tribal organization’s strategic goals and values, both broad long-term view and near-term project specific. • Helpful in establishing project framework, e.g. tribe’s view on sovereign immunity discussions in business deals, economic priorities- near-term revenue or long-term ownership, etc. • Tribe’s review and approval process • Understand what approvals are needed, how that process works and how long it typically can take. • Identify potential challenges and how and if they can be mitigated.

Critical Factors in Tribal Renewable Energy Projects • Project Stakeholders/Team • Identify key project stakeholders and involve early in the project process. • Can provide key support and be champions during project development • Communication • Continually communicate project expectations. • Update based on internal and external conditions. • Know your audience and plan accordingly.
