  2. PSDF VOLUMES & THEIR FUNCTIONS VOLUME 1 Context, policy and principle framework, procedural guidance for the preparation of Volumes 2, 3 & 4. VOLUME 2 Key environmental, cultural, heritage, economic, social, demographic, institutional and infrastructural aspects to be addressed in Volume 3 & 4. COLLATED INTO A PSDF DOCUMENT VOLUME 3 ‘Package’ of plans that serve as spatial directives regarding land-use within the province and in defined areas outside its boundaries. Based upon a spatial vision. VOLUME 4 ‘Non-spatial key issues collated and addressed under sectoral programs for which detailed policy and implementation strategies are provided. Further interrogation of: • Sectoral strategies & action plans • IDPs & SDFs of district and local municipalities • 3. Investigate key themes & aspects identified in context of : • Terms of Reference in the Service Level Agreement. • Supplementary aspects listed in Annexure A of the Terms of Reference. • Objectives stated in the approved Inception Phase Report dated 24 February 2011. • 4 Prepare‘package of plans’ & ‘policies & strategies’ in a standard format Provincial Spatial Development Framework/Development & Resources Management Plan
