Background on the DAWG • One of the workgroups formed during planning process • Participation by wide array of experts/ stakeholders • Two primary charges • Select vendor to model expected purchasing behaviors of COHBE’s target population • Identify potential data collection needs and metrics for evaluation of COHBE
Process for selecting metrics • All meetings public • Developed criteria and guiding principles • Based on areas identified in SB11-200: The intent of the Colorado Health Benefit Exchange is to increase access, affordability and choice for individuals and small employers purchasing health insurance in Colorado. Guiding principles • Focus on SB11-200 • Preliminary list • Indicators will be revisited as: • new issues emerge, • policy decisions are made, • and new data sources become available. • Metrics applicable to the SHOP Exchange considered whenever possible

Affordability Domain • Underinsurance • Affordability • Adverse selection • Health care system cost drivers
