1. Challenges Seismic Characteristics: • High Frequency, • Strong Intensity, • Wide Distribution, • Heavy Losses
In China, 58% territory is located with intensity 7.0 or greater. 2000~,2/3 continental earthquakes(M ≧8) occurred in China

6,845 high-rise buildings above 100 meters, taking up 2/3 of the world. • 27 reservoirs and dams higher than 200 meters, 1/3 of the world.
2. Philosophy of the Chinese Government on Disaster Risk Reduction President XI Jinping
An efficient and scientific system should be established to better prepare for and respond to natural disasters. • People-centered philosophy should be the guiding principle. • The work should put ecology as a top priority and build a harmonious relationship for mankind and nature. • Guarding against natural disasters should be the main task, and the risks and damages of such disasters should be minimized. • The work should persist in reform and innovation. • International cooperation should be enhanced.
3. Disaster Emergency Response Mechanism in China On April 16, 2018, the Ministry of Emergency Management is inaugurated, to forestall and defuse serious and major risks and improve disaster relief.
Assign responsibilities to different levels • For small and medium disasters, the local government takes the main responsibility, and Ministry of Emergency Management provides assistance and guidance as requested, • For large disasters, the Central Government will automatically take the leading role. Ministry of Emergency Management will be the commanding body to assist the representative from the Central Government to organize the post-disaster emergency response.
4. Earthquake Disaster Emergency Response and Relief Capability China Earthquake Emergency Plan System According to statistics in 2014,over 300,000 Earthquake Emergency Plans, covering 30,000 Agencies and Factories.
Since 2001,CISAR has conducted 10 domestic and 10 external (in 13 batches) search and rescue missions.
After 2015 Nepal earthquake, CISAR was the first UN-classified rescue team to reach the stricken area and rescued two survivors.
Disaster Relief Supplies Reserve China has preliminarily established disaster relief supplies reserve system, with the national and provincial bases as the center, city-level bases as the backbone, and county-level bases as the foundation.
Earthquake Emergency Shelters over 13,000 Earthquake Emergency Shelters with area of 470 million square meters, covering 150 Million People.

5. Prospective Integrate the relevant resources and forces, to establish more unified and efficient emergency management system to deal with diffident types of natural disasters in China.
China Fire and Rescue, a multi-functional USAR team, is managed by Ministry of Emergency Management, and planned to be classified by UN in 2019.
