This report highlights the progress made by ANOCA's Review and Reform Committee, the activities of ANOCA Commissions, the Tokyo 2020 Athlete Support Commission, the Athletes Commission, the Women and Sport Commission, and the success of the 1st African Beach Games and 12th African Games.

ANOCA'S REVIEW AND REFORM COMMITTEE • The ANOCA Reform and Review Committee has progressed under the chairperson Dr. Sam Ramsamy, assisted by Mustapha Hassan and Mr Gustavo Dias Vas Da Conceicão who replaced Mrs Lydia Nsekerathat resigned from the Committee • The Committee concluded the proposed ANOCA Constitution, The Code of Ethics, An Executive Governance Code and other Core Documents in consultation with various ANOCA Organs. • 26thGeneral Assembly • Doha , Qatar 17 and 18 October 2019

ANOCA COMMISSIONS • The various ANOCA Commissions, namely Athletes, Women and Sport, Games Co-ordination, Finance, Marketing, Legal, Medical and Ethics Commissions were extensively involved in various activities and meetings specific to their Commissions. • ANOCA emphasizes the importance of promoting Athletes and Women in all its programmes and activities, the ANOCA Tokyo 2020 Athlete Support Fund Commission, Athletes Commission and Women and sport Commissions • 26thGeneral Assembly • Doha , Qatar 17 and 18 October 2019

  4. ANOCA TOKYO 2020 ATHLETE SUPPORT COMMISSION • 52 ANOCA Athletes Scholarships for Tokyo 2020 were allocated to athletes ranked in the Top 10 in the World, or Top 8 at recent World Championships at the time of allocation. • These were allocated from the US$ 1, 000 000 support fund dedicated specifically for this purpose. • Each athlete was allocated US$1,000 per month from April to November 2019. • At the recent IAAF Championships, of the 24 athletes on the scholarship programme from athletics, 6 won medals and a further 6 finished in the Top 8. • We are evaluating all athletes on the programme and will soon be calling for Phase 2 applications for those who are not on the programme. We will continue supporting those on the programme if they still meet the criteria. • 26thGeneral Assembly • Doha , Qatar 17 and 18 October 2019

ATHLETES COMMISSION • The Athletes Commission is gradually improving on the target of having 54 athletes commission in the continent. • Representatives from 40 African countries attended the 9th International Athletes Forum in Lausanne from 13 to 15 April 2019. MrAmadouDia Ba, the ANOCA Athletes Commission chairperson was also in attendance and had an opportunity to interact with the members from different African countries and the world. • MsKadyKanouteTounkara, a member of the ANOCA Athletes Commission officiated at the launch of the Zambia Athletes Commission. • 26thGeneral Assembly • Doha , Qatar 17 and 18 October 2019

  6. WOMEN AND SPORT COMMISSION • The chairperson of the ANOCA Women and Sport Commission, MrsMatlohangMoiloa- Ramoqopo attended the IF Gender Equality Forum organized by the IOC on 12 April 2019 in Lausanne. • The Algerian Olympic and Sport Committee marked the International Women’s Day by organizing a Women and Sport Seminar in Collaboration with Olympic Solidarity on 9 March 2019. The President of ANOCA presented at the Forum in support of the development of women sport in the continent by encouraging sports organizations to double their efforts in ensuring that women are represented in all sectors of sport • 26thGeneral Assembly • Doha , Qatar 17 and 18 October 2019

  7. 1st AFRICAN BEACH GAMES – SAL 2019 • 1st ANOCA 1st African Beach Games held in Sal Island, Cape Verde, from 14 to 23 June 2019. • The Games were officially opened by the President of the Republic of Cape Verde, who was awarded the African Olympic Medal by • the President of ANOCA. • Number of NOCs = 42 • Number of sports featured = 11 • Total number of athletes = 539 (Females – 182 (34%) and Males 357 (66%) • 38 athletes qualified for the World Beach Games (19 women and 19 men) • NOCs given subsidy of US$5000 each; COJA received a subsidy of USD 600,000 and CAs received air fare subsidy • Good social media coverage – over 60,000 followers on Sal 2019 Facebook 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  8. 12th AFRICAN GAMES – RABAT 2019 • 12th edition of the African Games was held in Rabat, Morocco from 19 to 31 August 2019 • The African Games Coordination Commission was established in January 2019 following a joint meeting of the AU-ANOCA-UCSA and the African sports confederations. • Commission was chaired by ANOCA as part of its responsibilities to manage and organize the African Games • All 54 African NOCs participated in the Games • Total number of athletes = 4446 (Male 2,623 = 59% and Female 1,823 = 41%) • Number of sports = 26 sports, of which 17 were qualifiers for Tokyo 2020 • NOCs received a subsidy of USD 10,000 each • There were 832 journalists; 5 Games Villages to avoid building of new facilities • Over 2000 Volunteers contributed to the success of the Games • ANOCA, as part of its marketing responsibilities for the African Games, concluded discussions with TV Media Sport for their commercialization. This allowed the Games to be broadcast across 198 countries and were broadcast in nearly 400,000 households worldwide, while all of Africa was affected by the broadcast of these games. It is noted , the exceptional collaboration of the Olympic chain which has spared no effort for the success of these games. • Ghana is host of the 13th Edition of the African Games in 2023. While Burkina Faso expressed interest to host the 2027 edition. 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  9. SENEGAL WILL ORGANISE THE YOUTH OLYMPIC GAMES 2022 • Senegal will host the Youth Olympic Games in 2022. A decision taken unanimously by IOC members, 8 October 2018 in Buenos Aires. • Three Senegalese cities will host this fourth edition of the Youth Olympic Games in spring 2022: the capital Dakar, Diamniadio and Saly, on the coast. • Four African countries were in the running: Botswana, Nigeria, Tunisia and Senegal. • Funding for the Olympic tournament will be provided by the government and private partners. EXECUTIVE COMMITTEE MEETINGS • The period under review was marked by a significant number of meetings • Extraordinary Session on 27 November 2018 • 54thOrdinary Session held in Rabat, Morocco, from 25 to 26 February 2019 • Extraordinary Session on 10 June 2019 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  11. GENERAL ASSEMBLY MEETINGS • Two Sessions of the General Assembly were held during the reporting period • 29 November 2018: Extra Ordinary General Assembly was held in Tokyo, Japan. Mr. Mustapha Berraf was elected ANOCA President. • The 18th Ordinary Session of the ANOCA General Assembly preceded the 1st African Beach Games in Sal on 12 June 2019. This saw Mr Joao Costa Alegre being 1st Vice President, Mr Philippe Ha Shun HaoThynVoon as 2nd Vice President and MrsMatlohangRamoqopo-Moila as 3rd Vice President. 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  12. ANOCA ENGAGEMENTS WITH STAKEHOLDERS • The President Mustapha Berraf, visited Bamako for the Zone II General Assembly from 1 – 4 February 2019. This was followed by the visit to Ouagadougou, Burkina Faso for the Zone III General Assembly Meeting. • The ANOCA President had an audience with the President of the IOC, Mr. Thomas Bach at the IOC Headquarters in Lausanne on 25 February 2019 where he officially extended an invitation to the IOC President to attend the 12th edition of the African Games. • The President, Secretary General (SG) Mr Ahmed AbouElgasimHashim, Treasurer General (TG) MrHabuGumel and chair of the Athletes Commission, MrAmadouDia Ba attended the 38th Olympic Council of Asia (OCA) General Assembly and Elections in Bangkok in March 2019. 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  13. ANOCA ENGAGEMENTS WITH STAKEHOLDERS • The President and SG undertook a working visit to the NOCs of Sudan and South Sudan in March to discuss sports development and have an understanding of the NOCs operating environment. • ANOCA joined in the commemoration of the 25th Anniversary of the Rwandan genocide as the President, Mr Mustapha Berraf accompanied by the Secretary General; Mr Ahmed AbouElgasimHashim took part in the Games organized by ANOCA Zone V in the District of Huye in the southern province in April 2019. • The President attended the International Sports Press Association (AIPS) 6th Congress held from 3 to 6 April 2019 in Accra, Ghana. He stressed the importance of working with press, journalists, especially in the coverage of sport in the continent and the upcoming continental Games – Sal 2019 and Rabat 2019. 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  14. ANOCA ENGAGEMENTS WITH STAKEHOLDERS • As part of continued engagements with the African Union on the staging of the African Games by ANOCA, the President and SG met with the African Union Commissioner for Social Affairs, Her Excellency Mrs. Amira Elfadil Mohammed Elfadil on 15 April 2019 at the AU Headquarters in Addis Ababa, Ethiopia. • The ANOCA Secretary General visited the NOC Zambia from 6 to 8 May 2019. The aim of the visit was to attend the Olympic Youth Development Centre (OYDC) Board of Trustees meeting and to conduct a site evaluation of the OYDC to determine its role at a wider continental level. • The President and SG undertook a working visit to Abuja at the ANOCA Headquarters from 14 to 18 September 2019. 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  15. THE 134TH IOC SESSION ELECTS FIVE AFRICANS AS NEW MEMBERS OF THE IOC • The 134thIOC Session held from 24 to 26 June 2019 in Lausanne, Switzerland elected 5 Africans as new IOC Members, 3 women and 2 men, which is exceptional: • The titles of individual Members • Mrs. Odette AssembeEngoulou – Cameroon • Mrs. MatlohangMoiloa-Ramoqopo – Lesotho • Mrs. Filomena Fortes - Cape Verde • Mr. TidjaneThiam - Ivory Coast • The titles of representatives of the Olympic movement: • Mr. Mustapha Berraf - Algeria, President of NOCs Continental Association 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  16. COOPERATION WITH ANOC AND THE IOC • Relations between ANOCA, ANOC And the IOC continued to improve. The same goes for relations with Olympic Solidarity • Appointment of five additional IOC members • Increased African officials participation at the IOC and ANOC Commissions • Seminars and training courses for Olympic Solidarity. • Increased funding for NOCs for their activities • Increased level of utilization of Olympic Solidarity global programmesand the used of continental activity funds by our NOCs • Strengthening relations with other Continental Associations,a Memorandum of Understanding signed on 3 March 2019 in Bangkok, Thailand, between ANOCA and the OCA 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  17. IOC-INTERPOL WORKSHOPS IN AFRICA • The workshops in Nigeria, Senegal and Ivory Coast where representatives of neighbouring countries were invited (always 2 representatives of the sport, 2 from the police and 2 from the Government/regulator) • IOC - INTERPOL INTEGRITY WORKSHOP FOR NOCs IN AFRICA, 13 Countries to date • It is also important to note that as a result of continuous engagement with the African Union.  An agreement has been granted by the President of the African Union Commission to officially integrate ANOCA as a Member-observer in the General Assembly and make African Olympic game as a social development tool for the African Youths through the Sport integration. • This agreement would be accompanied by measures to promote and support our Olympafricaprojects by the Government throughout the Continent. 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  18. ANOCA IN NIGERIA • ANOCA's relationship with Nigeria's Federal Government is more cordial than ever • The administration continues to operate in the building leased and made available by the Federal Government • The construction of the dedicated building for ANOCA is completed and its’ inauguration is set on the 14th November 2019 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  19. OLYMPAFRICA • Construction of new Centres in: Algeria, Burkina Faso and Cape Verde • Botswana and Namibia are scheduled to open their Centres in December 2019 • This will make it a total of 48 OlympafricaCentresin Africa • Olympafrica Foundation supported the construction of the athletics track at the Nairobi Refugee Centre, Kenya. Joint financial support with IOC • Activities: Futbolnetprogrammes, sport equipments, summer sports programmes for kids, KebaMbaye fellowship - scholarships for kids • Archery program has been introduced in 3 countries • Agreement signed with FITEQ for the development of Teqball in all centres 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  20. ANOCA ZONES • ANOCA Zones have received an annual financial increase from $20,000 to USD 50,000 for the quadrennial period. • The Executive Committee is pleased with the impact of this increase, which has led to increased dynamism during the reported period, example is the ANOCA Zone 5 games held in Rwanda • Seminars, events, forums, workshops and even games were organized during these two years • All activities organized by the zones were attended by ANOCA officials 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  21. PARTNERSHIPS • ANOCA has partnerships with the following entities and continues to provide financial support to most of them, example: • The African organization of the International Sports Press Association (AIPS) • WADA Africa remains a powerful ally of ANOCA in the fight against doping in sport • KebaMbaye Foundation • JAPPO SA • Filbert Bayi Schools • Association of the National Olympic Academies of Africa 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  22. HUMANITARIAN ACTIVITIES AND SOCIAL RESPONSIBILITIES • Tropical Cyclone Idaihit the African continent in March 2019, causing severe damage and loss of life in Mozambique, Zimbabwe and Malawi. As a message of solidarity, a financial support was provided to the affected countries as part of ANOCA's Humanitarian Intervention and Social Responsibility Policy 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  23. UPCOMING MEETINGS • ANOCA Extraordinary General Assembly organized on the sideline of ANOC GA in Doha, Qatar on 18 October 2019. The objective of this Extra Ordinary GA is to approve the new ANOCA Constitution and Code of Ethics. • Inauguration of the new ANOCA Headquarters in Abuja by the IOC President on 14 November 2019. • The 36th ANOCA SGs Seminar will be hosted by the NOC Tanzania in Zanzibar from 17 - 18 November 2019. The theme for the Seminar is “250 Days Countdown to Tokyo 2020 Games”. On the sidelines of the Seminar will be the NOC Games Preparation Forums for the Tokyo 2020 Olympic Games facilitated by the IOC NOC Relations Team, Olympic Solidarity and Tokyo Organizing Committee of the Olympic and Paralympic Games 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019

  24. CONCLUSION • The Executive Committee has exerted considerable efforts recently . We have drawn our strength and courage from the unprecedented cooperation and support by our NOCs and other partners. • Our administration has been restructured and is performing better with greater efficiency and effectiveness. • We rely on the support, cooperation and understanding of our NOCs, without which none of our objectives can be achieved. • Our thanks to the IOC President for his continuous support and guidance, the IOC/OS administration for its continued support and collaboration. • Our thanks also go to the Interim President of ANOC, Secretary General and ANOC team. 26thGeneral Assembly Doha , Qatar 17 and 18 October 2019
