  2. Our Mission MRC is a non-profit organization created by the International Sleep Products Association (ISPA) to develop and implement mattress recycling programs for states that have enacted mattress recycling laws.

  3. Recycling Program Objectives • Increase the number of mattresses recycled • Minimize the consumer recycling fee • Prevent and reduce illegal dumping • Communicate with consumers • Develop markets for recycled materials

  6. California’s Law • Requires the collection of a recycling fee on all mattress sales • Requires participation from all retailers, renovators and producers (manufacturers & importers) • Establishes a one-time retailer administrative reimbursement • Requires the program to address illegal dumping

  7. California’s Proposed Fee: $11 • Awaiting approval by CalRecycle • Flat rate for all mattress sizes • Charged per unit • Must be visible on the receipt/invoice as “Recycle Fee” followed by the amount • Subject to sales tax

  8. Program Timeline July 1, 2015 Submitted budget and plan to CalRecycle October 1, 2015 State issues decision on budget and plan MRC has 90 days following approval to implement January 1, 2016 Anticipated start date

  9. California Program Obligations *if selling directly to individuals or contract sales to other end-user entities (hotels, hospitals, universities, etc.)

  10. Recycling in California • Negotiating contracts with 7 recycling companies (servicing 11 facilities) • Over 150 counties interested in becoming free consumer drop-off points • Facilitate no-cost drop off at these locations through MRC • No-cost recycling at these locations

  12. Rhode Island’s Law • Requires the collection of a recycling fee on all mattress sales • Requires participation from all retailers, renovators and producers (manufacturers & importers) • Closely mirrors Connecticut’s law
