A comprehensive web-based portal enabling electronic procurement with transparency, fairness, and cost-effectiveness. System comprises E-tendering, central procurement, e-bidding, and e-evaluation subsystems, enhancing auditability and service levels. Implementation aligns with Egyptian Procurement Law and benefits buyers, suppliers, and government.

Objectives • Improve service levels to buyers, suppliers and government procurement personnel. • Develop an integrated approach to procurement across government organizations.
Objectives (Cont.) • Optimize inventory levels through the adoption of efficient procurement practices. • Fairness and transparency of Procurement Process. • Improve the ability to audit the public procurement expenditures.
Strategy • A decision was taken to undertake a full, centralized, web-based E-Procurement system. • The system will be implemented in stages across governmental organizations. • The Egyptian Procurement Law #89 issued in 1998 is the major source of guidance for the E-Procurement practices.
Description • A web-based portal solution that allow electronic communication and collaboration between the different stakeholders: • General public • Suppliers • Government organizations procurement personnel and evaluation committees members • Government organizations’ upper management
Description (Cont.) • It is Composed of 3 subsystems: • E-Tendering • Creating RFP. • Publish the RFP on the portal & sending notifications to suppliers. • Supplier can send Questions on the tender and the buyer can reply through the portal.
Description (Cont.) • Central Collective Procurement • Each government organization can send their requisitions to central organization. • Central Organization aggregate the requisitions and create central Tender.
Description (Cont.) • E-bidding and E-evaluation • Suppliers enter their technical and financial offers electronically on the portal. • Committee members evaluate the offers electronically through the portal. • Online awarding.

Project Schedule • The project duration is 2 year and half. • The project started in August 2005. • The E-Tender Portal was launched in August 2007 (Phase 1). http://etenders.gov.eg • The E-Bidding and E-Evaluation will be launched in year 2008(Phase 2).
Benefits • Central procurement will provide the required government needs with the best prices. • Speed up the evaluation process for government tenders. • Reduce tendering cost.
