This program provides grants for the preservation, rehabilitation, and repair of historic properties affected by Hurricane Katrina. Eligible properties must be listed on or eligible for listing on the National Register of Historic Places. Preference is given to owner-occupied houses and properties in the Gulf Coast National Heritage Area. The program is administered by the Mississippi Department of Archives and History.

Hurricane Relief Grant Program Grant Background: • Mississippi was awarded $26 million in supplemental federal funding for grants to pay the cost of preservation, rehabilitation, and repair of historic properties affected by Hurricane Katrina. • In the legislation funding preference is given to those properties located in a National Heritage Area. In Mississippi the Gulf Coast National Heritage Area includes George, Hancock, Harrison, Jackson, Pearl River, and Stone counties.
Hurricane Relief Grant Program Eligible Properties Include: • Privately and publicly owned properties are eligible, but preference will be given to owner-occupied houses and properties. • Properties must be listed on or eligible for listing on the National Register of Historic Places. • Preference will be given to those projects that can be completed in an expeditious manner. • Work to properties must follow the Secretary of Interior Standards.
Hurricane Relief Grant Program Application Process: • The grant money is being administered by the Mississippi Department of Archives and History from the Coast office in Biloxi. • Applicants may apply for reimbursement of monies spent since Katrina on stabilization. • Grant information and applications are available on the MDAH web site at www.mdah.state.ms.us or by calling the Biloxi office of MDAH at 228-435-1180 or the Jackson office at 601-576-6940.

State Preservation Tax Credit A 25% credit on the rehabilitation expenses of historic structures was passed in March of 2006. There are no income producing requirements. At this time the credit is not transferable. Eligible Properties: • Individually listed on the National Register of Historic Places or a contributing structure in a National Register historic district • Eligible for listing on the National Register • Designated as a Mississippi Landmark
State Preservation Tax Credit Eligible Projects: • To be eligible, the qualified rehabilitation expenditures must exceed: • $5,000 in the case of an owner-occupied dwelling, or • 50% of the total basis in the property in non-owner-occupied dwellings. (Generally, “basis” is the purchase price, less the cost of the land, plus any improvements already made to the property, minus the deprecation taken on the property)
State Preservation Tax Credit Project Requirements: • Applications for the credit must be submitted to the Mississippi Department of Archives and History. The application process is similar to the Federal Tax Credit. • All work must meet the Secretary of Interior Standards for Rehabilitation. • Only rehabilitation expenditures incurred after January 1, 2006, qualify.
