  1. New conceptswhat we can learn from knowledge (or intelligent) and consciousness city developments? Csaba Varga Sociologist, H. Academic Reader, President of Institute for Strategic Research

  2. Contents • Europe without a present • Europe without a future • Mental capital, knowledge/intelligent capital, consciousness capital • New global-local space • The new local consciousness and local concept • Knowledge and conscious developing society • Knowledge/intelligent cities – consciousness cities • Hungarian examples

  3. Absolutum and godness-consciousness Wisdom- consciousness Social-consciousness Nature-consciousness Quantum-consciousness Personal god-consciousness Personal spirit-consciousness Personal collectiv-consciousness Personal body-consciousness Personal unconsciousness Levels of Consciousness

  4. Consciousness-gates • Second over-physical (metaphysical) gate: (9-10: over-religious, religious-godness) • First over-physic (spiritual) gate (7-8: social knowledge/spirit of the era gate, personal knowledge/spirit) • Another physical (social) gate: (5-6: society, more personal „ego” in the individual) • Physical gate: (3-4: physical-material world, personal physical body) • Sub-physical gate: (1-2: quantum reality, personal subconsciousness)

  5. Europe without a present

  6. New Image of Europe—Europe has lost! • Europe has been sunk in the functional global space • Europe getting weaker and weaker in the substantial universal-global space (this is the weakening of the European Culture) • Europe's program would like to develop the knowledge based economy and society in the Information era • The Lisbon process won’t be realised, which is not only the result of the inefficiency of functional and innovation-centred actors. • The chance to get out: strengthening the substantial Europe – without it, there is no functional Europe! • That’s culture! That’s knowledge! That’s consciousness! That’s society!

  7. Knowledge Europe? Can Intellectual capital prevail in Europe? • No, it can not • If it prevails, it goes down under the ground • Examining the development of info-communication, it prevails dynamically • The traditional industrial state still going on • However, the Tip-out effect works • The knowledge gap deepens: a) old knowledge/new knowledge, information capital/knowledge capital, real/virtual knowledge; b) old knowledge, new knowledge and virtual knowledge/contra citizen • The traditional industrial economy informatises, but… • The traditional industrial society destroys, but… • The traditional lifestyle is modernizing technically, but …

  8. Europe without a future?

  9. Future and Vision of Future Missing • Europe is desperately prisoned by itself and its present, but the present doesn’t really do enough harm • It can’t get over its past and can’t face its guilty consciousness, but the sadness doesn’t make it cry • It’s not the winner continent in the money-focused new-capitalism, but the anti-globalisation movements can’t either offer a long-term alternative. • The Lisbon process was a middle term vision but Europe couldn’t succeed in it either. • There’s no either new knowledge, social will, institutions, ambitions or consciousness statement for the new era (post-modern, post-modernization) • Are there any knowledge-classes that would be able to shake up from this (apparently) peaceful suffering?

  10. Future consciousness and future-ability • Well, the problem is not the fact that the presence cannot be continued in and over Europe, but: • there is no future consciousness; • if there was, it would export the present into the future; • there is nothing to learn the future from; • politicians are only interested in sustaining the present; • the future does not mainly offer economical profit, so the existing economy cannot handle it; • we are missing the complete future-ability that steps towards everything • only a) new mental renaissances; and b) different futuristic, local model experiments can help (cf. K-cities)

  11. Mental capital, knowledge/intelligent capital, consciousness capital

  12. Characteristics of the new knowledge (and intelligent) theory • To extend and to spread the information and intellectual capital • To make the technological capital accessible for everyone • The rate of the intellectual capital getting better slowly • To increase the intellectual capital of companies and institutions • To fasten the social use of knowledge/intelligent capital • To make the knowledge/intelligent capital personal for the biggest part of the society

  13. Physical capital Spiritual capital Mental capital Religious capital (transcendental capital) Historical capital Economical-financial capital Intelligent capital Social capital Consciousness capital Types of Capitals and Resources • Physical resource • Spiritual resource • Mental resource • Religious resource (transcendental resource) • Historical resource • Economical-financial resource • Intelligent resource • Social resource • Consciousness resource

  14. Intellectual Capital in the Companies • The capitals of the company—beside the financial capital: social and mental capital. Social capital is more than human relations • The types of Intellectual Capital: structural, human and creativity capital (using the earlier ones independent from situation) • The new capital is getting wide-spread: personal and company’s consciousness • The new auditations (grading) of companies, beside financial, are: mental and social auditing

  15. Knowledge capital (1) • ‘Knowledge is the ability of acting’ according to Nico Stehr. That is one of the better definitions, because it is far away from the primitive and unlucky idea which considers knowledge as the qualitative or quantitative summary of information. • Knowledge is not only a database of information, but also the process when knowledge becomes a personal capital, or inner human knowledge or action • In the Information or/and Knowledge society: the data, information and knowledge become (analogue and digital) signs, by this way the knowledge capital becomes sign capital.

  16. Knowledge capital (2) • For us: knowledge is the vision of whole. In this context, our idea (knowledge is the vision of whole) isnot enough, because it doesnot consist of the process when knowledge becomes personal and social capital. On one hand, the new world-model isknowledge-centred, and on the other hand, it considers another knowledge dominant. • We are really interested in new knowledge and the way it becomes social capital. This is a double process: on the one hand, a transition into a new knowledge/intelligent, as a scientific paradigm, on the other hand, when the new knowledge becomes social capital as a transition into knowledge-society.

  17. The levels of personal and social consciousness Unity consciousness ------------------------------------------------ • Absolutum Unity consciousness • God consciousness • Cosmic consciousness • Pure consciousness ------------------------------------------- • Half-pure consciousness • Awake consciousness (+ dream, +deep sleeping) • Half awake consciousness • (Awake) UNconsciousness ------------------------------------------- • UNconsciousness Unity consciousness ------------------------------------------------ • OverGod one- consciousness • Sacral Humanity consciousness • Universal pantheistic consciousness • Enlightened common consciousness ----------------------------------------------- • Common consciousness and levels • Social consciousness and levels (global, national, local) • Manipulated mass consciousness • Social unconsciousness --------------------------------------------------- • Social unconsciousness

  18. Consciousness capital • Consciousness capital is a reality such as physical or knowledge capitals; both a personal and social capital • This is the only real capital, unlimited and really effective; its accessibility does not depend on social status • The high quality of knowledge capital is preliminary, to get and use consciousness capital is the biggest challenge • The consciousness capital is always manifesting in a concrete states of consciousness, and it does not cause spontaneous recognition. • The content of social consciousness and the state of consciousness is the centre of universalisation-globalization-localization and structures in space and time.

  19. The new concept • The transition from traditional knowledge into new knowledge and intelligent – increasing of resources at the same time • A new resource comes, beside the existing contents, capacities and sources : the increasing of personal and collective consciousness • Creating the new intelligent and consciousness industry, ethical economy • Transformation of the European states and municipalities – e-government, civic state • New community model – new civic society • Re-elevation of spiritual resource into modernity • New human lifestylewhich is rich in consciousness and knowledge

  20. The New Global and Local Space

  21. Glob-local consciousness • Global and local consciousness in the human civilisation • Levels: global and continental (European) consciousness, social (national) consciousness, local (regional, small regional, city’s) consciousness • Cannot be divided from the post-global (universal and transcendental) consciousness • Did the colonial consciousness remained in Europe which cannot be challenged by the Information Era? • There is no transit between different levels of consciousness (mainly between global and local consciousnesses) • Numerous hidden unconscious-subconscious fields • Harmed consciousness which is limited in self-development

  22. Globlocal world, globlocal space • Globalisation: universalisation and localisation (globlocalisation as a universial process) • Functional and substantial globalisation divides, but donot exclude each other • In the era of Information the cleveage between the dominant and subdominant spaces is etherealising. • Different globalisation models of quantitative (extension) and qualitative (consciousness and knowledge/intelligent based) globalisation • The low level of consciousness focusing is the mediatised global communication space • The continuity of formal unification is both a utopia and a constraint

  23. Realities/consciousnesses in the new century • First „reality” (included in this: sacral „reality”, consciousness-” reality”, social consciousness-„ reality”, mental „ reality” = Non-existence) • Second „reality”(or material, natural, social reality = Existence) • Third „reality”(virtual „reality”) a) the „materialised” new reality of social consciousness b) or a completely new third reality; • The order of operation, the mechanism of decision, or different forms and principles of democracy (if it is democracy at all) can be examined on all three levels of Reality • What is over the first, second and third reality? (Unity-reality and Unity-consciousness at the same time)

  24. New social gaps of 21th Century 1. Community-rich – community-poor 2. Information poor – information rich 3. Technology poor – technology rich 4. Intelligent poor – Intelligent rich (or culture poor - culture rich) 5. Consciousness poor - consciousness-rich 6. God-experience poor – God-experience rich

  25. Paradigm shift • Or return to the first „reality” (consciousness, spacetime, culture) - because the functional construction is in itself partially succesful • From matterto consciousness-focused matter, from Universe to universal consciousness fields, to parallel universes, from society to consciousness of society and under- consciousness, etc. • Developments cannot only focus primarily on results (on realities), even if the results have feedback (to consciousnesses) • A fast transition has started: we reach post-History after History

  26. New local consciousness and new local spaceconcept

  27. Local consciousness • The result of the past milleniums is the differenting of transcendental and personal consciousnesses • Locality consciousness: repetition of primary home- consciousness, far away transcendental and universial consciousness (acceptance and concretising) • Directing and regulating present consciousness in the functional concrete space and time • It sends messages substantially (as a double mirror) between the personal and higher outer consciousness states • Locality consciousness: strongly emotion-focused (love, hate, understandable etc. consciousness)

  28. Locality, local space • Every level of space which is situated under nation-state (region, county, city, small region, communities, etc.,) • Locality is sometimes underestimated to national/state level, sometime it has some autonomy) • Functionally, the level of county, city and community has institutionalized • The institutionalizing of substantial aims and exercises of locality is slow • Future is the intelligent (or consciousness) society, consciousness-focused civic society and participating democracy

  29. The construction of locality • Upper life-world (region, county) • Lower life-world Surrounding world (Aba, Sárvíz small areas) By-Hand world (family, friends, buddies) • Inner life-world (the upper ego of a person, personal consciousnesses) • The replies of localisation change because of the globalisation • The knowledge-intelligent and their access increases the space-structuring roll (K-cities can transform spaces)

  30. Knowledge-intelligent and consciousness developing society

  31. At the beginning of a new world model (2006) • Before Knowledge centred world model • In the midst of Global Information Society • Before consciousness-society • The quantitative and most of all qualitative advancement ofknowledge – New Science /New Theory is born • Within thirty-fifty years universal knowledge and knowledge utilization of new grade is to be expected • Knowledge becomes personal asset - The individual understands and applies New Intelligent • Knowledge becomes society asset • Knowledge society is born

  32. New renaissance of locality • The new world (after the Millennium) has two dynamic levels: global and local world • It can be only dynamic and successfull if it entersknowledge society model (followed by information society) and is also able to live in it. • The new future vision is the vision of knowledge and consciousness developing society - and the new vision should be madea reality on all three levels of reality • The new locality renaissance is not the copy of Middle Ages but the continue of it on a higher level – creation of a new world, unified new world, modernisation and post-modernisation)

  33. Knowledge cities – Consciousness cities

  34. Future-space, future-city, future-park • Eden-project (England, Cornwall) • Millennium Dome (England, London) • Auroville, spiritual city (Pondicheri, South-India) • ICICI Knowledge Park (Turkapalli village, India) • Fredericton Knowledge Park (Canada) • Center for Holistic Life Extension, holistic Health park (Tijuana,Mexico) • Ave Maria City (Kalifornia) • Edengarden in Zselic (Hungary, Southern Transdanubia)

  35. From Knowledge/Intelligent cities to Consciousness cities • The message of a half-island model: the guardedness, transparency and concentration are valuable. • Transition from the real (natural) intimacy into virtual (post-natural) intimacy? • A stage of virtual familiarity is the station knowledge-familiarity and knowledge-quality (It is just the sense of knowledge/intelligent cities) • The other, real and intimate familiaritycomes from consciousness-familiarity • Locality is a gate to Cosmical, the Higher Level • Let’s plan the consciousness-cities! (Who would like to be our partner? Hands Up!) • CONSCIOUSNESS-UNIVERSITY FOR DUBROVNIK!

  36. Hungarian examples

  37. Vision for tomorrow (2020-2050) Human knowledge gets five times more in quantity – what does it bring?(2005-2020) Post-normal science (New View of Reality, New View of Consciousness, New View of Man, metatheory) comes into being, but will it be utilized? A post-colonisation-based meta-science comes after normal and post-normal science. The qualitative and quantitative change of knowledge is a forcing power in accepting knowledge-developments At least three-four subsequent rapid technology revolution is to come – changes are unpredictable The new knowledge/intelligent and new science is one of the new components of the nascent Europe

  38. New vision of future – future program • At least fifty percent of the future depends on us, and on our vision of the future • We are about to prepare an integrated metavision for 2030-2050 • By the middle of the 21stcentury there will be (or could be) a consciousness based global/local society • The future world will be a sacral (spiritual, transcendental) world • The individuals will like to achieve, collectively and personally as well, higher states of consciousness • The base of the new future vision and its practical model is always the local vision (cf. experimental model in Aba)

  39. Aba experimental model1998-2015 • Intelligent city, intelligent small area • Green corridor, ecological city • Technology Park, Knowledge based economy • Intelligent city (Art School, University for Adults, etc.) • Intelligent houses, tradition-focused, ecological and spiritual districts) • Participative Democracy, Magistrate of Aba • Conscious social consciousness program • Spiritual city

  40. The Szentlőrinc model experiment (1) FIRST PHASE: planning experiment • Writing a complex planning methodology • Info-communication network, data treatment and information (or intelligent) society development • Small area development and public service strategy • Small area economical, financial and resource coordinating strategy • Development of small area institutions and operating organisation

  41. The Szentlőrinc model experiment (2) • Small area experimental modeleducation program • Small area experimental modeloperative program and special project plans • SECOND PHASE: experimental model development • Sustainablityframe-startegy • Priorities of projects : info-communication, geotermical poewr plant, small area civic university, small area art activities etc.

  42. The perspectives of small areas • If an information society region is an intelligent bridge between the local and global worlds, then the intelligent small region is a creative centre of activity • To recognize the perspectives and the appropriate strategies, weshould combine the obligatory global and special local elements that enforce and develop life-style • By the cooperation of Szentlőrinc and Virovitica county (Croatia), we can make a common European (Croatian-Hungarian) small-area planning and developing modell

  43. The long-term future vision for the small area Knowledge based, sustainable, innovation-based, information and intelligent society small area, Or intelligent small region model experiment in Szentlőrinc small area (Hungary) The goal is that Szentlőrinc would become a small region that uses wide-spread info-communication services, especially by strenghtening e-government, e-economy and e-democracy, and by inspiring innovations, it increases the roll of sustainable and competitive – knowledge, intelligent and consciousness based economy and society.

  44. Edengarden of Zselic, Consciousness Citymodel • Sited in Hungary, Southern Transdanubia, Zselic (village of Bárdudvarnok-Bánya) • On a hilltop of 71 hectares (with two streams and two lakes). On the one hand, it is a future village-city, on the other hand it is a tematical Tourism-park • A new kind of sacral city-construction as a Future village/city – Consciousness City • As a tematical tourism park, it is a healing place of the physical, spiritual and mental „body” (as its main function). • The first Hungarian model for the transformation into the consciousness-developing society
