Depiction of the legal framework (including by-laws, ordinances, etc.)in the realm of waste for the Urumqi Region and its subsystemelements Our Chinese partners are working on that Connection of the project’s contents with the goals of the present five year plan (5YP) and its regional specifications harmonization with the goals of this 5YP Our Chinese partners are working on that 3. Description of the competence/jurisdiction of the mesh of actors(public / private) in the Urumqi Region, including a comparisonto the conditions in the “Metropolitan Region of Rhine-Neckar” Both sides agree that they will work on that issue

What must one be aware of? What are the risks and dangers? • What services are currently offered by non-Chinese foreigners? • What is the situation regarding the founding of enterprises /joint ventures /technological export /consulting services for German firms in the region? • In which fields of activity is the Chinese industry / the government of the province especially interested in the services of German enterprises / services from Germany? • Where do German enterprises (especially those from the Rhine-Neckar-Region) have good chances of getting the foot in the door in U’Chang (products / services / production)? • How can one improve these chances?
Module 3: Opportunities for the German Economy Direct project partners of special importance • Resource Recovery Association of the Province of Xinjiang (XRRA) (Association of the recycling businesses of the entire region; as it includes all major registered recycling companies) • Public and private recycling enterprises • Environmental agencies on the level of the province (Ministry of Env. – Jaerhang Ahati, who is also one of the vice-presidents of „XRRA“) • University of Xinjiang • Auxiliary measures • Visit of a business delegation of interested industrial representatives from U-Chang to the Rhine-Neckar-Region joint excursions to interested firms and technologies • Delegation of German industrial representatives in U-Chang • both visits include accompanying events (presentations + small trade fairs with posters, demos, products)

Site-specific focus on the relevant issues, beginning with MiDong because ofa.) a special interest of the partners of the Xinjiang Resource Recovery Association (Presidents of the private enterprises), as mentioned in a private discussion on the „XRRA“ premises in Urumqi in July of 2006b.) the special development of the industrial area in MiDong (corner- stone laid in April 05), which is currently in a quite dynamic statewindow of opportunity not only in regards to potential environmentally friendly development but also in regards to the need for investmentc.) a special closeness to the Chinese economy / to CEOs who will get acquainted with German environmental technologiesand management first hand during the projectd.) cooperation with representatives from the Rhine-Neckar Chamber of Commerce and similar institutions with the explicit participation of experts on China
