  11. OOQLC Phase II Phase I has been building infrastructure and relationships. Currently working with several local/regional two year institutions to further define and initiate OOQLC. • Firelands College, BGSU • Lima Technical College • Northwest Community College • Owens Community College • Terre Community College As the concept is defined, this is envisioned to become a larger statewide entity, and perhaps beyond.

OOQLC Phase II Objective 1: Quality-related applied research courseware online, ASQ certification oriented, BS degree completion • Done in Blackboard, 100% online, BS completion target • Courseware CD, purchased anywhere through bookstore • Courseware reflects, does quality principles, ASQ • Courseware linked to certification, bodies of knowledge • Courseware facilitates team-based applied research • Courseware facilitates technical projects, improvement • Courseware facilitates service and values orientation

OOQLC Phase II Objective 2: Best practices for electronic advisement, portfolio building, assessment and knowledge growth, managed communication and change • Course outcomes reflected in e-portfolios online • Courseware supports and facilitates e-portfolios • Robust advising systems, online, customer friendly • Standard procedures for all functions, to transfer • Quality practices in all work, exemplary, Baldridge • Growing knowledge based on projects, mentoring • Data and documentation for improvement, change

OOQLC Phase II Objective 3: ASQ Student Branch activities and functions, engaging ASQ practitioners as mentors • ASQ engages most quality students in section or branch • ASQ has always embraced education • Various professional leadership roles in branch • Students can pursue certification around courseware • Various levels of conferences and section activities • Professional mentoring based on e-portfolio • OOQLC objectives consistent with ASQ values

OOQLC Phase II Proposed that all students be provided a PC laptop as key infrastructure, same hard and software, other attributes • Dell Inspiron 8100, about $3K each • MS Word Office Suite, and Adobe Acrobat • Useful life of the PC is three years • Courses conducted in Blackboard, use a portal • Students do associates degree at two year institution • Students all take at least two courses per year • Pay “program fee” of $250 per year toward PC • Annual conference, traditional shifting to electronic

OOQLC Phase II Proposed that a conference be held annually at BGSU to showcase “best practices” and knowledge grown • Conference begins traditional, shifting to electronic • Students and mentors present project findings • Provide e-portfolios as documentation for assessment • Courseware enhanced, improved over time • Total systems analyzed and addressed for improvement • Certification potentials assessed, improved • Team-based applied research methods evaluated • Broader marketplace defined, pursued
