Local Planning/MgmtChallenges • Short-term reaction VS strategic and long term concurrently • Capacity – locally, regionally, state • Recovery planning not as tactical, actions not as definable • Unclear leadership/roles in most core capabilities • New roles, faster, more funding, yet huge gaps • Underlying problems exposed • Challenges of policy setting and redevelopment • Do what’s “right” VS do what’s expedient VS do what’s fundable? • Intergovernmental challenges and interconnected systems/choices • Pre disaster stakeholders arent’ the post-disaster stakeholder

Key Planning Considerations • Local roles & responsibilities – expanded and inclusive • Policy setting and planning early & open • On what, when, linked to what other decisions & planning • Communications, partners and stakeholder management • Capacity across local government and partners • Intergovernmental coordination, role of states, overlapping authorities addressed
