  4. Item 4: Mandate and objectives of the Task Force The Protocol promotes a holistic approach. It is the development of integrated policies addressing: • Water • Health and Environment • Including economic and social aspects

  5. Mandate and objectives of the Task Force The Protocol promotes cooperation and harmonization towards the region to allow harmonized progress Therefore, there is a need to agree on a minimum set of common indicators which are meaningful and measurable by all Parties

  6. Mandate and objectives of the Task Force Target setting and reporting are not aimed at comparing Parties among each others, targets should be linked to the needs and priorities of each Parties

  7. The basis: the Protocol obligations (1) • Establish and publish national and/or local targets .. that need to be achieved or maintained • Targets shall be periodically revised • Parties shall make provisions for public participation and take into account the outcome of the process

The basis: the Protocol obligations (2) • Targets should cover the areas in article 6 • Unless circumstances make them irrelevant for preventing, controlling and reducing water related diseases • But might also cover additional areas • If the process of implementation is long, intermediate or phased targets shall be set.

The basis: the Protocol obligations (3) To achieve targets, Parties shall: • Establish arrangements for coordination between competent authorities at local and national levels • Develop water management plans • Establish legal and institutional frameworks for monitoring and enforcing standards for the quality of drinking water • Establish arrangement for monitoring, promoting the achievement, and enforcing the targets set

The basis: the Protocol obligations (4) Parties shall: • Collect and evaluate data on • Their progress towards the achievement of the targets and • Indicators that are designed to show how far that progress has contributed towards preventing, controlling or reducing water-related disease. • Publish every 3 years the results of this collection and evaluation of data. • Ensure that results of sampling are available to the public

The basis: the Protocol obligations (5) Parties shall (every 3 years) : • Review the progress made in achieving the targets and publish an assessment of that progress • Provide to the secretariat for circulation to the other Parties, a summary report of the data collected and evaluated and the assessment of the progress achieved
