Educational Purposes • Activities that are integral, immediate, and proximate to the education of students, or in the case of libraries, integral, immediate, and proximate to the provision of library services to library patrons, qualify as “educational purposes.” • Activities that occur on library or school property are presumed to be integral, immediate, and proximate to the education of students or the provision of library services to library patrons.

  3. Examples of NIF • Examples of non-instructional facilities (NIF) on school property include, but are not limited to, administrative buildings, school bus barns and garages, cafeteria offices, and facilities associated with athletic activities. • These non-instructional facilities must be located on school property to be considered eligible.

  4. Priority 1 in On-site NIFs Beginning with Funding Year 2004, non-instructional facilities on school and library property are eligible to receive discounts on Priority 1 services (Telecommunications Services and Internet Access).

  5. Priority 2 in On-site NIFs Discounts are not available for internal connections in non-instructional buildings of a school or school district unless those internal connections are essential for the effective transport of information to an instructional building of a school.

  6. Priority 1 Service Off-site • In certain limited circumstances, telecommunications services used offsite may also be eligible. • Examples of these eligible uses include a school bus driver’s use of wireless telecommunications services while delivering children to and from school and the use by teachers or other school staff of wireless telecommunications service while accompanying students on a field trip or sporting event.

  7. Eligible Activities • The customary work activities of employees of a school that occur on school property are now presumed to fall under the definition of educational purposes. • Examples of eligible activities for schools now include, but are not limited to, the school-related activities of school administrators, school counselors, school nurses, school technology workers, cafeteria workers, security guards, and school bus drivers. • These employees must be using Priority 1 services that are paid for by the eligible school.

  8. Entity Numbers for NIFs (1) • An administrative office or wing in a school or library is considered part of that school or library, not a separate non-instructional facility. • Therefore, it does not need an entity number, but would use the Entity Number of that school or library.

  9. Entity Numbers for NIFs (2) A non-instructional facility does not need a separate Entity Number if it serves only one eligible school or library and is located on the same campus as that school or library (in other words, access from that facility to the school or library does not cross a public right-of-way).

  10. Entity Numbers for NIFs (3) A non-instructional facility that serves multiple schools or libraries must have an Entity Number beginning in Funding Year 2005. NIFs should also get an FCC Registration Number.

  11. Entity Numbers for NIFs (4) A non-instructional facility that is not located on the same campus as a school or library must have an Entity Number beginning in Funding Year 2005. NIFs should also get an FCC Registration Number.

  12. Discount for NIFs • The discount for a non-instructional school facility is the Weighted Average Discount of the school district in which it is located (unless it contains a classroom). • If there is a classroom or public library space in the facility, the discount is calculated as if it were a school or library, not a NIF. • Be careful in filling out Block 4 of the Form 471 for a NIF – follow the directions in the Form 471 Instructions for this.

  13. Item 21 and NIFs • Provide details of all non-instructional facilities receiving discounts in the Item 21 Attachment associated with a Block 5 funding request for that NIF. • The attachment should include the name of each non-instructional facility and the breakdown of services and prices as described in the Form 471 Instructions and the document on Item 21 Attachments in the Reference Area of the SLD web site.

  14. Name Associated with NIF • When you request an Entity Number for a NIF from the SLD help desk, please choose a name that is reflective of that facility in a national database. • For example, just using “Bus Garage” does not reflect the location of the facility within a county or state.
