SUBMISSION OF THE ANNUAL REPORTS Presentation of the Annual Report for 2005/2006. We are pleased to forward you the report of FPB detailing the overall performance and financial performance for the period ending 31 March 2006. FPB Chief Executive Officer

VISION AND MISSION VISION • A world class Film and Publication Authority. MISSION • Our mission is to contribute to the transformation of South African society by acting with due respect for constitutional rights and freedoms, with special regard to the protection of children from exposure to potentially disturbing, harmful and inappropriate materials and from sexual exploitation in publications and audio visual materials.
INTRODUCTORY BACKGROUND The Film and Publication Board is a statutory body and the only authority which has a legal obligation to regulate the public distribution of certain film material and publications in South Africa, mainly through classification. The board makes determination of what films and/or publications children may or may not see and/or read, whilst allowing adults the freedom and the right to see or read what they want to, with the exception of child pornography. The Film and Publication Board is made up of core business and corporate services; - Core Services consist of; Registrations, Classification and Compliance Monitoring referred to as Operations, and - Corporate Services consist of Finance, Human resources, Information Technology, and Communication and Marketing.
FINANCIAL OVERVIEW • Our Financial Strategy is purely to support the core and ensure that the funding of programmes is effectively managed and actual results are properly accounted for in terms of PFMA, Treasury Regulations and GAAP. • The accumulated surplus is R 6.7 million after an operating loss of R 1.4 million during the year. Annual Grant is R 6.8 mil compared from previous year’s R 6.7 mil (1.5% increase). • Unqualified audit report for 2005/2006 is affirming the sound financial management controls and restore the integrity of Management. The implementation of the CEO’s turnaround strategy is bearing fruits.
STATEMENT OF FINANCIAL PERFORMANCE • FPB realized an operating loss due to: Forensic Audit and additional staff appointments on Key programmes
STATEMENT OF FINANCIAL PERFORMANCE Analysis: • Even though FPB has made an operating loss the accumulated surplus is R 6,7 million. • Current ratio of 1.33 indicates that FPB has enough current assets to meet its short term obligations, and • FPB is also solvent as the total assets exceeds total liabilities.
KEY CHALLENGES • FPB Corporate Governance Structure, • Budgetary constraint • Internal control environment e.g Segregation of duties • Human Resources capacity on key programmes • Gaps within the Films and Publications Act • Tariff structuree.g. Not user friendly for SMME’s • Accomodation
PRIORITIES 2007 • Streamline business processes and enhance Corporate Governance, • Increase human resources on key programmes, • Research and development programmes, • Training and development programmes, • Increased interaction and improved relations with FPB stakeholders, • Standardize the compliance monitoring throughout the country, and • Review and amend legislation
PPC INTERVENTIONS • To give political support to canvass for more financial resources, in order to; - Fully capacitate the FPB, - Overall review of legislation, and - Improve law enforcement and compliance monitoring.
