50 ways to save £50m • In 2012 DCLG published 50 ways to save - examples of sensible savings in local government Some ‘sensible ideas’ from DCLG: • Close subsidised canteens • Cancel away days in posh hotel and glitzy award ceremonies • Stop spending money on commercial lobbyists • Stop translating documents into foreign language • Reduce first class travel
50 ways to save £50m • A year later the Tax Payers Alliance published 201 ways to save money, written by H&F Councillor Harry Phibbs These contained equally ‘sensible’ ideas: • Close your film unit • Turn down the temperature in council buildings • Cut down on the number of cars for Parks Constabulary • Cut down on the number of flights • Cease providing healthcare for senior bureaucrats • And my personal favourite…….

50 ways to save £50m • The Council has a net budget of £140m for 2016/17 • Savings made over 5 years from 2011 – 2016 = £93m • Further £19m in 16/17 and another £20m planned to 2019/20 when we anticipate we will be self funding • Fastest growing economy outside London • One of the poorest funded authorities in the UK • One of the lowest levels of Council Tax
50 ways to save £50m • In 2014 Warrington produced their own guide 50 Ways to Save £50m • Not really ground breaking savings but we have a remit to be more innovative and risk aware than most councils straight from the Finance Portfolio holder • This is where the bulk of our savings are anticipated going forward, to help us protect our most needy • Currently involved in discussions with Government over a devolution deal with Cheshire East and Cheshire West and Chester Councils

50 ways to save £50m • Our 50 ways was to demonstrate to our community that we are not sitting on high levels of reserves or rainy day funds • It was nothing new and many other councils have followed suit • Very much progressing transformational savings for service delivery and more invest to save projects • Purchasing more property but not just for regeneration programme, for investment • But we are moving into the unknown with a remit to do so
