Quality of Services from the Viewpoint of Disability

  2. Convention on the Rights of PwD • Slovenia ratified convention in April 2008 • Content of this presentation: implementation of employment rehabilitation – articles in UN CRPD • 2- reasonable acomodation and discrimination • 26 – habilitation and rehabilitation • 27- work and employment

Slovenian Act on Employment Rehabilitation (2004) • Definition of disabled person and disability – connection of long term impairments and barriers on the area of employment • The level of opportunities to gain/retain/develop in work is reduced • Slovenian law is also in accordance with EU Directive 2000/78 – Equal treatment on work and employment

Reasonable acomodation from UN Convention and directive is implemented on the employment and employment rehabilitation area through: • Employment and Rehabilitation Act • Pension and Disability Insurance Act Employment rehabilitation is public service and it covers in a network 13 providers: Institute for rehabilitation and 12 private entities, who include 13 teams

Network of providers of employment rehabilitation • On the basis of ministerial document in 2005, set of indicators was defined: • rehabilitation counsellors under Employment Service of Slovenia provide individual rehabilitation plan • Rehabilitation committees provide individual opportunities plans • Teams of experts – providers of rehabilitation services provide services, in the period 2005-2009 work under public tender

  6. Process is defined on the level of Slovenia • Procedures follows the same rule • The monitoring committee on the level of the ministry monitors all providers • Standardisation of services was made in 2006

Standards of services • Disability assessment is based on the Rules • Teams of experts have to be chosen on the basis of necessary conditions (university degree, at least 2 years of work experience in disability) • Conditions regarding other conditions (accessibility, respect of needs, ethical codes) are also adressed

Standards of services • Principle of exellency (European platform for rehabilitation) has to be respected • Affordability, availability, accessibility • Rights oriented approach • Partnership with employers, NGO, public and private organizations • Active approach • Person centered planning • Working on constant improvement

EVALUATIONS • Evaluation of every service has to be done on the level of team at the beggining and at the end of service • Final evaluation at the end of the rehabilitation process is neccessary for assessment of employability of the person • OUTCOMES: mainstreaming, supported employment, sheltered employment or not possible for employment – criteria under rules • Questionnaires for persons with disabilities • Questionnaires for Employment Service and Institute for Pension and Disability Insurance

At the end of the year, every provider is obliged to done evaluation of outcomes possibilities • Institute for Rehabilitation prepares final report, including all providers, for Ministry of Labour, Family and Social Affairs • Every provider also has to create and mantain a network with employers, and also yearly report about this cooperation.

  11. Accessibility has to be in accordance with rules • All instructions about safe and healthy work has to be respected!

  14. Development in future • Improvement of supported employment, which is defined in act, but not well known and implemented • Improvement of reasonable accomodation implementation in practice • Public awareness campaigns • new European Social Fund programmes expected
