PRE-AMBLE • President Thabo Mbeki has highlighted at various occasions the potential of sport to build social cohesion and national unity. • The United Nations recognises participation in sport and recreation as a fundamental human right, which all Governments should make available to their people. • SRSA acknowledges that sport is a provincial and local competency in accordance with section 5 of the Constitution Act, but that the Intergovernmental Act requires that the three spheres of Government must plan and deliver services in an integrated manner. • President Mbeki has assigned SRSA the powers and functions to develop and implement national policies and programmes regarding sport and recreation in the country. SRSA

PRE-AMBLE • In its strategic direction the Department endeavours to fulfil this responsibility in such a way that we contribute towards transforming SA into a country that belongs to all, united in our diversity. • SRSA is represented in 3 of the 5 Government clusters. • Two public entities established to assist SRSA with the delivery of specific interventions in sport & recreation. • The amended S & R Act enables the Minister to oversee the development and management of sport in SA. • Key strategic initiatives of SRSA: • * Projects to ensure that as many South Africans as possible have access to sport & recreation activities • * Develop sport & recreation clubs in disadvantaged communities. SRSA

PRE-AMBLE • Key strategic initiatives of SRSA (continue): • * Subsidizing priority NFs • * Build on the agreement with DoE and share the responsibility of delivering school sport. • * Work closely with DPLG to provide sport & recreation facilities through MIG. • * In conjunction with SASCOC assist with the preparation of our athletes participating in major international events. • * Continue to be an active member of world anti- doping bodies. • * Support the activities of the Supreme Council for Sport in Africa and Zone VI. PRE-AMBLE • Key strategic initiatives of SRSA (continue): • * Strengthen international sporting relations. • * Provide support in the hosting of major events in the country. • * Focus on the line function responsibilities for the 2010 FIFA World Cup, namely the training of volunteers and mobilising SA support. • White Paper needs to be revised and will have impact on SRSA Strategic Plan. SRSA

WHAT DRIVES US AT SRSA? • Priorities identified by the President in his State of the Nation Address. • Priorities identified by the government clusters. • Policy directives of the Cabinet, Parliament, the Minister of Sport and Recreation, the Portfolio Committee on Sport and Recreation and the Standing Committee on Education and Recreation. Priorities identified by the President • Improve the health profile of the Nation. • Improve social cohesion. • Address issues pertaining to national unity, value systems and identity. • Promote a common sense of belonging. • Eradicate poverty. • Ensure that the 2010 FIFA World Cup is the best ever. • Youth development. • Skills development. • Intensify the campaign against HIV & Aids. • Intensify the struggle against crime. Priorities identified by the President • Increase spending on scientific research and development. • Train public servants. • Improve the effectiveness of anti-corruption strategies. • Strengthen monitoring and evaluation capacity. • Align planning instruments across the spheres of government (that is, the National Spatial Development Perspective, Provincial Growth and Development Strategies and Integrated Development Plans). • Support the Accelerated and Shared Growth Initiative (AsgiSA). • Speed up the implementation of the NEPAD programmes. • Joint Initiative on Skills Acquisition (JIPSA). • Roll-out the Batho Pele campaign at local government level, intensify outreach activities including izimbizo and set up more Multi-Purpose Community Centres. • Implement programmes to ensure broad-based black economic empowerment. PRIORITIES OF THE SOCIAL SECTOR CLUSTER (Our core cluster) • INTENSIFY JOINT EFFORTS AMONG ALL SOUTH AFRICANS TO IMPROVE SOCIAL COHESION, INCLUDING BETTER CANVASS OF THE ISSUE OF OUR VARIETY OF IDENTITIES AND THE OVERARCHING SENSE OF BELONGING TO SOUTH AFRICA, VALUE SYSTEM, AND IDENTITY IN A MANNER THAT STRENGTHENS OUR UNITY AS A NATION.# • FINALISE THE STRATEGY AND PROGRAMMES TO ADDRESS MATTERS OF SOCIAL COHESION.# • HEALTH PROMOTION, REDUCTION OF NON-COMMUNICABLE DISEASE AND UNNATURAL CAUSES OF DEATH • Enhance promotion of healthy lifestyles and change from risky behaviour especially among the youth. • Enhance focus on non-communicable diseases such as diabetes, asthma and hypertension. • EXTEND EXPANDED PUBLIC WORKS PROGRAMME • Expand access to Early Childhood Development. #SRSA IS A LEAD DEPARTMENT FOR THIS ACTION SRSA

PRIORITIES OF THE SOCIAL SECTOR CLUSTER (Our core cluster) • IMPLEMENT NATIONAL SKILLS DEVELOPMENT STRATEGY • Increase the resource allocation for Research and Development and Innovation and increase the pool of young researchers. • YOUTH DEVELOPMENT • Intensify a campaign to link up unemployed graduates with economic opportunities • Intensify efforts to integrate youth development into the mainstream of government policies and programmes within the framework of the National Youth Policy SRSA

PRIORITIES OF THE SOCIAL SECTOR CLUSTER (Our core cluster) • YOUTH DEVELOPMENT CONT….. • Strategically locate Youth Units/Directorates in such a manner that DGs and Heads of Departments take direct responsibility • Increase youth participation in ABET programmes that facilitate access into further learning & other development opportunities. • Enrol 30 000 volunteers in various community development activities and increase youth participation in national programmes that enhance social cohesion. # • Intensify efforts to integrate youth development into the mainstream of government work, including a youth co-operatives programme, and the ongoing efforts to link unemployed graduates with employment opportunities. #SRSA IS A LEAD DEPARTMENT FOR THIS ACT SRSA

SRSA OBJECTIVES • Objective 1: • To increase the number and enhance the quality of South African sport and recreation participants. • Increase the number of participants in sport and recreation from the baseline of 30% participation through activities that support mass sport & recreation with the emphasis on increasing participation by disadvantaged and marginalized groups including, women, the youth, persons with a disability and people living in rural areas. SRSA

SRSA OBJECTIVES • Objective 2: • To raise sport’s profile, especially amongst decision makers, in the face of conflicting and competing priorities by building a case for sport and recreation in order to increase resources. • Secure more resources for sport and recreation through the development of a case for sport to persuade decision makers and sponsors of the importance of sport and recreation in SA and the world. More specifically, the objective is to raise the annual baseline budget for sport and recreation to at least R1 billion. SRSA

SRSA OBJECTIVES • Objective 3: • To maximize the probability of success of South African teams and individuals in major events. • Increase the levels of support to SA athletes and sports teams with a view to improving their success rate in international competitions and, in so doing, contributing to nation building and the marketing of our country globally. SRSA

SRSA OBJECTIVES • Objective 4: • To place sport in the forefront of efforts to address issues of national importance. • Use sport as a medium to contribute to resolving issues of national importance including improving the health profile of the nation; improving social cohesion; addressing issues pertaining to national unity, value systems and identity; promoting a common sense of belonging; eradicating poverty; youth development; skills development; intensifying the campaign against HIV & Aids and intensifying the struggle against crime. SRSA

SRSA OBJECTIVES • Objective 5: • To contribute to the success of the 2010 FIFA World Cup through relevant actions. • To use the 2010 “vibe” to involve more South Africans in healthy physical activities in general and more specifically to enlarge the base for football in the country. To assist in improving the quality of structures and people involved in football administration.To assist in ensuring that properly trained and equipped volunteers are in place for the 2010 FIFA World Cup. SRSA

SRSA WHITE PAPER PRIORITIES • 1.To confirm and streamline the responsibilities of role-players in sport and recreation. • 2.To lobby for funds for the upgrading of basic, multi-purpose sport and recreation facilities. • 3.To develop the human resource potential for the management of sport and recreation in South Africa. • 4.To motivate the community to develop active lifestyles and to channel those with talent into the competitive areas of sport. • 5.To develop a high performance programme that is geared toward preparing elite athletes for major competitions. • 6.To ensure that all sport and recreation bodies achieve their transformation objectives. • 7.To finalise and implement a code of ethics for sport and recreation in South Africa. • 8.To develop an international relations policy in concert with national government policies. PROJECTS IN SUPPORT OF OBJECTIVE 1 • To increase the number and enhance the quality of SA sport and recreation participants. • Funding for NFs, entities, NGOs (including SASCOC), multi-sports teams. • Sports clubs set up revitalized and supported. • NQF accredited sports administrators (including administrators from SADC/Zone VI countries). • Community mass sport and recreation programmes in all 9 provinces. • Women, disabled and rural sports people accommodated in all sport and recreation programmes. • Hosting of indigenous games in all 9 provinces. • Increased participation in sports programmes by learners (school sport). OTHER SERVICES DELIVERED BY SPORT AND RECREATION SOUTH AFRICA • Managing the Vote for Sport and Recreation. • Supporting the office of the Minister and Deputy Minister of Sport and Recreation. • Providing support, from a government perspective, to all stakeholders in sport & recreation. • Ensuring cooperation with Prov Governments. • Ensuring that integrated sports management information is available to all stakeholders. • Interpreting broad government policy, translating government policy into policies for sport and recreation for South Africa, revising such policies if and when necessary, and monitoring the implementation of policy. OTHER SERVICES DELIVERED BY SPORT AND RECREATION SOUTH AFRICA (cont) • Initiating, co-ordinating and contributing to the development of legislation for sport & recreation. • Ensuring the protection of the intellectual property of sport symbols and trade marks. • Subsidising clients of SRSA in accordance with the PFMA, the SRSA strategic objectives, as well as the SRSA funding policy. • Acknowledging the outstanding contributions of sportspersons to South African society in partnership with SABC Sport and SASCOC. • Communicating sport and recreation related matters from a government perspective. • Maintaining an effective and proactive liaison with Parliament.   34. 2010 WORLD CUP UNIT: STRATEGIC FOCUS AREAS • Coordination of inter-governmental and intra-governmental relations and provide institutional support to 2010 FIFA WC national programme. • Ensure provision of infrastructure to support the host cities to deliver their commitments contained in the Host Cities Agreement. • Assist sector departments to translate the 17 FIFA WC guarantees into actionable programmes. • Monitor and assess progress on the state of readiness in all 2010 FIFA WC related projects. • Technical and secretariat support to the 2010 FIFA WC Inter- • Ministerial Committee and Technical Coordinating Committee. • Coordinate and liaise with the 2010 FIFA WC LOC on specific projects i.e. African Legacy Programme. • Liaise and cooperate with all 2010 FIFA WC stakeholders both in the continent and the Diaspora.
