Why DHS? A challenging internal controls environment. • New Agency; 3 re-organizations in 4 years • Lack of standardization in systems & policies • Urgency and primacy of the mission
2006: Looking Back • Improved our audit performance • Developed the way ahead (ICOFR) • Began several new initiatives And hard work was recognized • KPMG, IG, GAO, Secretary, Congress But of course there is more to do…..
Looking ahead: Long term goals • Bring transparency, integrity, and accountability to DHS resources; • Provide timely & accurate financial and performance data; • Ensure effective and efficient internal controls over financial reporting; • Validated by a clean audit opinion.
Our Mission The scope of our work is vast and complex, but in essence it boils down to two fundamental tasks: • To ensure a budget that supports the Secretary’s and the President’s visions and goals for protecting the homeland • To be good stewards of the taxpayer’s money by ensuring we have strong, effective controls for the Department.
Internal Controls: More Than Audit Compliance People Policy Process Systems Assurance Address the full range of issues:
