The Government of Sweden is spearheading multi-level governance efforts to integrate the EU Strategy for the Baltic Sea Region (EUSBSR) into various sectors. Public authorities at all levels are tasked with implementing the Action Plan, fostering cooperation, and reporting progress annually. Coordination forums facilitate dialogue and partnerships among different actors.

Mainstreaming of the Baltic Sea Region perspective The Government has… • Given the task tocontributeto EUSBSR Action Plan to: • 39 public authorities • All 21 regional statecounty boards • Assignedoneauthoritytocoordinate, tobuild and spreadknowledge – overview • To all relevant authorities – not onlytothosealreadyinvolved in a flagship – internationalisation.
The public authorities’ tasks… • Implementation of the Action Plan within their sector • Integrated approach – how can EUSBSR contribute to their own internal objectives? • Develop potential cooperations on all levels • Coordinate work with other international commitments (HELCOM, CBSS, Nordic-Baltic cooperation etc.) • Report yearly

…and what do they think about the work so far • Positive to the Strategy - support cooperation between different levels and different actors -but more cooperation is needed • Important to integrate the Strategy in the daily work • Not the same commitment in all MS • Structural funds 2014+ must facilitate implementation • Need for stronger political commitment and management to secure long-term implementation
