Barbora Holubová Ethic of Non-implementation of the Standards of Social Servicesfor Women Surviving Violence Ethical Dimension of Social Services Standardisation 19. - 20. of March 2010, Prešov
Real and recorded prevalence of the intimate partner violence (IPV) • Knowledge on the social services usage by the women surviving violence • Current development in the VAW policy in respect to social services for women 19.- 20.3. 2010, Prešov
Fatal failure of the protection system 19.- 20.3. 2010, Prešov
Usage of social services • No exact data but: • The more intensive violence the more help and services seeking • 76% of women in severe and 55% in violent relationship looked for some help • increasing number of women searching for solutions • rarely in crisis centres and helplines 19.- 20.3. 2010, Prešov
Possible reasons • Insufficient awareness • Clients satisfaction with the services (?) 19.- 20.3. 2010, Prešov
Conclusions • De - tabooisation of VAW in 1995 – 2002 • Improvement of legislation and dramatic increase of IPV cases recorded by police (culmination in 2004) • Since then, decreased of recorded cases by remaining of same high level of IPV real prevalence • Low awareness about the social services for women • Diverse rate of social services satisfaction - absence of quality standards for IPV cases • Very few specialised women´s shelters • Result = re-latency of the IPV We were not prepared! 19.- 20.3. 2010, Prešov
Current policy development • Women's charter (EC) • Common framework for combating violence and providing support • Social services provisions – most critical area in Slovakia • National project ( 2.190.000 €) • NAP – monitoring of standards Thank you for your feedback 19.- 20.3. 2010, Prešov
