21. The Coming of the War of 1812 • U.S. found themselves in the cross fire between France and Britain • Orders in Council – forbade neutral vessels from trading with France • Napoleon threatened to seize all foreign ships that cooperated with the British navy.

U.S. Steps to Avoid War • The Embargo Act of 1807 - Stopped shipments of food and other American products to all foreign ports. • Passed by Jefferson • Non-Intercourse Act – replaced the Embargo by only prohibiting U.S. trade with Britain and France • Passed by Madison • Both Acts strained U.S. economy
