  1. Lead in paint in Africanregion Presentedby Ms RAHELIMALALA Marthe SAICM National Focal Point MADAGASCAR Siam city hotel 9 th July 2012 – Bangkok -THAILAND

  2. Awarenessraising • African countries are aware about leadproblem on health as well as environmentalimpact when UNEP and UN countries membersdiscussed about phasingout lead in gasolineand it continues now to leadpaintproblems.

  3. Exposure to Lead:health aspect and workershealth Few africanresearchers and laboratories continue to provide informations about their efforts to determinelead content and itsexposurerisks and problems in theAfricanregion as technical basis to beconsidered by decisionmakers - specifically the environmental, industrial, healthand workerssectors . Meetings, technical exchanges and literaturesatregional and international level help also the Africanregionto improveknowledge about leadexposure and to justify the need to takemeasuresregardinghuman and environmentalhealth.

  4. Existing uses of leadpaint • It is not possible to determine the productscontainingleadbecause packagings do not mention it. • However, itisknownthatsomemanufacturers importe leadpigment, but not sprecifyitspurpose. • Only the laboratorytestingis the way to proveleadpaintcontent. • Close collaboration betweenGovernments and privatelaboratoriesisneeded to work on leadpaint issues.

  5. Testingpaint for lead content • In Africa, somecounrieslike Nigeria, Tanzania, Cameroun, Madagascar, Senegal…. have laboratory to defineheavymetal. • About paints, some tests have been done. For examplein Nigeria lead content in paintfound in 2006 is 84,8ppm to as high as 50,000 ppm in coloredenamelhousehold and automobile paints. The samefactdoesexist in manyafrican countries, becauseimportedproductscominginto all countries of the regionare almost the same.

  6. Applicable legislation • For now, no legislationisavailable to prevent / forbide the use of lead in paint in Africa . However, some countries like Nigeria, Cameroun, Senegal, Madagascar, Niger, …. have startedworking on establishinglegislation to phasing out lead in gasoline or to forbide the use of leadfromacidbattery. Evenlaboratories tests proved the presence of leadin paint ,legislation to regulateleadexposure and itsimpacts islacking, whereaseconomical, health and environmentaleffects are complementary.

  7. There is a need to have legislationthatsummarisingforbidding all leadexposure in gasoline, paintsetc in eachAfrican country and to have itapplied. • Communication exchange in the regionconstitute a biglack and isneededto beestablished, regardinganychemicalsproblems to evaluateefford.
