The Youth Contract • Government funded initiative to reduce the number of NEET young people • Developed as part of the governments RPA plans • Intended to supplement existing support • Programme runs for 3 years (last recruits March 2015) • Payment by results contract funded by EFA • Delivered in partnership with:
Who is it for - Eligibility • The most disengaged, hard to reach young people • Living with the Winchester District • 16 – 17 years old • NEET • Fewer than 2 GCSEs at grade C • Children in Care or Care Leavers • Young offenders released from custody
Supporting participants • 3 stage programme – engage, re-engage, sustain EET NEET • Mentoring Reviews • Problem solving • 6 months • Careers IAG • Personal, social development • CV Writing • Job search Sustain Engage Re-engage • Foundation Learning • College • • Apprenticeships • •Voluntary employment

Route to Work • New commercially funded programme – started in April • Much larger than Youth Contract – 375 young people per annum • Intended to supplement existing support AND add value to young people • Funding is for 3 years up to the end of the 2016 financial year • Delivered in partnership with:
Who is it for - Eligibility • Ranging from the most disengaged to those ready to enter work/education • Hampshire and Isle of Wight (including Portsmouth and Southampton) • 16 – 24 years old • NEET or RONI • No qualification based criteria • Will be a focus on CIC and young offenders
Supporting participants • 3 stage programme – engage, re-engage, sustain EET NEET • Mentoring Reviews • Problem solving • 12 months • Careers IAG • Personal, social development • Group employability sessions Sustain Engage Re-engage •Full time education •Apprenticeships/Traineeships •Employment
Key RTW advantages • Developed links with commercial partner – opportunities within their organisation • Developed links with Catch22 Apprenticeships • Personalised budget for each learner • Adding value to them as an employable young person • Employment Broker
Referral Processes • Direct to Catch22 • Via Hampshire County Council Youth Support Service • Via employers, education/training providers, college, school etc. • Self referral
