Background • Statement of Financial Interests (Form 1) • Elected positions that don’t file Form 6 • Appointed board members, excluding solely advisory boards • Certain state, county and municipal employees • Appointed board members required to file by local option
Local Option • Ethics Commission determination • Boards required to file removed from list unless, by December 31, 2007, the Board exercises its “local option” to require such filing • Accomplished by resolution or ordinance

Special Purpose County Entities Civic Facilities Authority (CFA) • Dependent special district created by special act of the legislature in 1971 • Once owned and operated the Citrus Bowl • Few powers • No ability to authorize transactions exceeding $25,000 without consent of the Board

Recommended Action • Approval of a motion not to exercise the Board’s local option to require financial disclosure by members of the Orange County Civic Facilities Authority • Approval of a motion directing staff whether to exercise the Board’s local option to require financial disclosure by members of Orange County’s Industrial Development Authority, Research & Development Authority, Health Facilities Authority and Educational Facilities Authority
