Teacher Effectiveness and Preparation Policies Require State Data Capacity • Teacher effectiveness policies • 23 states now require evidence of student growth in teacher evaluations • Federal policies are accelerating this need • RTT and TIF grant requirements • NCLB waiver requirements • Teacher preparation improvement policies • Programs want data about their graduates’ performance • Planned 2012 federal regulatory changes to HEA States are best positioned to leverage existing investments in longitudinal data systems to meet these needs.

States Are Making Progress on Quality • While 44 states connect teacher and student data, only: • Statewide Definition of Teacher of Record: 25 states • Just 10 reflect promising practices • Ability to Link Multiple Teachers per Student: 38 states • Accurate/Up to Date Data: • 35 states collect data multiple times during the year • 22 states have implemented a roster verification process
Linking Teachers with Student Growth Data….Half Full or Half Empty? 26states* *11 states using value-added models
Additional Data Implications for Teacher Preparation Improvement • 27 states can link their TSDL to preparation • However, just 10 states leverage this link • Only 6 states are sharing teacher performance data with their in-state preparation programs States have much work left to do to support preparation program improvement and answer critical questions about effective pathways.
