Overall Process 2006/7 • Annual Coordinating meeting: • Decide on registration information requirements and form format • Finalized registration fee • Discuss timeline • Timeline: • Oct: Awareness campaign and distribution of forms • 1st Oct – 15th Nov: receive forms • 1st Oct – 20th Dec: CGA capture data • 20th Dec – 8th Jan: CGA clean data • 8th Jan: Officially hand over data to DOA • Jan-March: DOA do audits • March: Place PUCs on DOA website • April: Further corrections to Data (this lasted until July for Korea)

CGA Internal Process • Receive form (+/-1450 PUC) • Log PUC, Date, Freight ID • Respond to confirmation requests • Transfer into Excel for easy reference • Initial Inspection • Check for payment advice, Compulsory fields, Validity of PUC, etc • Clean-up forms where data is lacking • NB: Number each form for traceability and filing • Faisal signed off this info • Capture data (also clean up data further if necessary) • File application forms

Major Problems • Incomplete and problematic forms • Awaiting FBO code from DOA • Exporters completing forms on behalf of growers • No payment advice/questioning the need for payment/Lack of payment awareness • Forms not arriving/Lost! Causes growers frustration. No way telling who has sent a form unless grower queries whether it has arrived or not - even though couriers are used. More than one Hillcrest in SA! • One cover page, but multiple PUCs – not accepted. • Approximately 395 forms require follow-up (250 for payments)! • Capturing problems • Finger trouble (PUC +/- 10; Orchard info +/- 10 queries) • Difference between CGA and DOA website information. • Missed some forms that were stapled together (3 PUCs) • Hugh number of queries delay capture process. • Lengthy delays between application and placing PUC on DOA website – exporters can’t make plans. • Late registrations – the usual suspects.

  5. Korea: Major Problems • Main problem: Lack of communication! • Growers applying with PUCs that were “not permitted” by DOA (based on 2006 list of PUCs). List could not be finalized. • Second registration/confirmation step in March – growers and exporters not aware of this. • List only finalized in JULY 2007!
