LG Local authorities are responsible for the socio-economic development in their territory. Members of the Business community are also part of the citizens' community. LED LED initiatives are part of the holistic approach in order to achieve effective Local Development. Support for business community benefits citizens’ community as a whole. Local Governance and Local Economic Development
Reasons for setting up MBCs • Define how local authorities can support LED • High sustainability (failure of commercial business support centres) • Equal access to information for all size businesses (MSMEs) • Business development services networking • Link central/local relevant actors
How MBCs will work • MBC is a concrete “tool” which all municipalities can use in order to support local economic and business development. • Municipal civil servants will be appointed in the MBC office and will receive training on the job (including costumer services). • MBC is not a commercial business agency. MBC is an info centre that will also facilitate the networking among relevant business actors. • MBC will guide businessman/woman through practical instructions and promoting the Municipality and local territory.
How MBCs will work – 2Preliminary Testing Phase • Guidance, assistance and the provision of registrations, licenses, premises compliance, and permits currently issued by the municipality and by the Ministry of Trade and Industry. • Explore the current business licensing and registration regime with the Ministry of Trade and Industry to devise an efficient approach to providing this service. • Outreach: promoting project methodology and services implemented (include information on UNDP Kosovo/Municipality web) • Information on business development services in the local area/region.
How MBCs will work – 3Operational Phase • Guidance for local and general taxes payment, incentives, subsidies, financing. Specific link will be sought with the Ministry of Finance and Economy • Information on applicable legislation (according to the legal structure of the company). • Guidance for professional competencies (required standards/qualifications of employees or staff members in different types of companies) • Information on employment issues • Encourage E-business and the use of Internet for businesses in order to find business models, management approaches and technology resources and to collect information for market analysis.
MBCs in the future • MBCs permanent bodies of the Municipality • MBCs linked to Regional Business Centres (to be established by the MTI) • MBCs providing both operational and strategic services (training, B2B, etc.) • MBCs supporting gender equality and sustainable development
A strategy well planned adds more value than a strategic plan
