VV&A Issues • Need to have graduated basis for assessing rigor (maturity) of VV&A process • How do I improve my process? • What level of confidence can I expect based on what I applied? • Need to be able to address how you deal with (validate) M&S of future representations without a strong referent • How do we deal with intangibles, e.g. human behavior, future predictions, Agent based simulations? • Need more precise mathematical descriptors of the RAM-C KPPs • Without descriptions, we cannot determine how to measure, therefore, we cannot validate or describe intended uses • Need timely access to quality data • Impacts results • Need to resolve logical consistency for integration • Without logical consistency makes substantive interoperability impossible • Need documentation that keeps pace with development/modification and VV&A • In early phases feeds downstream use and assessment
Governance & Policy Issues • Guidance that mirrors policy • Ease of use and access • Practical examples, capturing lessons learned • VV&A histories to include both commercial and government • Standards, e.g. MILSTD3022 • Policy incentives to encourage critical factors • Efficient and effective implementation • Cost Savings • Training and education • DoD level VV&A working group
